Posting Number: 2024289 Position Title: Building Plans Examiner Position # 7791 FLSA: Non-Exempt Classification Type: Labor/Maintenance Technical Department: Development Services Job Type: Full Time Work Schedule: Monday-Friday; 8am-5pm Hiring Pay Rate: $24.50-$26.50/hour (depending on qualifications) Posting Opening Date: 09/04/2024 Job Summary: The Plans Examiner is responsible for reviewing complex building plans to ensure compliance with adopted development, zoning, building, residential, existing building, plumbing, electrical, mechanical, energy, and fire codes, as well as structural safety regulations and requirements pertaining to modern methods of new construction and modification to existing residential, commercial and industrial development projects. Makes site inspections to confirm project compliance with City regulations as needed. Essential Job Functions: Examines construction plans and specifications for both residential and commercial structures for compliance with regulatory standards and building codes governing new and existing construction. Prepares technical plan review reports clearly outlining identified plan deficiencies and actions necessary to bring plans into regulatory compliance. Provides innovative and solution-oriented customer service and case management. Assists the general public, property owners, architects, contractors, developers, engineers, etc. in matters related to building construction and adopted building code requirements. Reviews various records and documentation related to building plan review, e.g., construction plans and specifications, drawings, schematics, diagrams, and standard codes. Conducts on-site inspections of proposed building sites as necessary; ensures compliance with codes and ordinances; documents observations and makes appropriate recommendations. Maintains current knowledge of issues and trends in regulatory standards and building code requirements governing the construction industry. Works closely with the Engineering, Fire, and Planning divisions in coordinating building plan review approvals and issuance of Certificates of Occupancy. Performs related duties as required. Responds regularly and promptly to work. Minimum Qualifications: High School Diploma or GED. Additional training and/or higher education in construction management, civil engineering, architecture, or a similar field of study is preferred. Must possess at least five (5) years of related work experience, including, but not limited to building inspection or design, construction, engineering, and/or similar field. ```{=html} ``` Equivalent combinations of related education, experience, certification, and training may be considered. Knowledge, Skills and Abilities: Knowledge of: Basic building construction principles and practices. Plumbing, mechanical, electrical, and building codes. Pertinent local, State, and Federal laws, ordinances, and rules. Materials and equipment used in building construction. Principles and procedures of record keeping. ```{=html} ``` Ability to: Read and interpret construction plans and determine compliance with adopted codes. Read maps, plats, and other diagrams associated with construction. Prepare measurements with devices such as an architectural scale rule and an engineering scale rule. Organize workload, establish priorities, meet established deadlines, and follow up on assignments with minimum direction. Use initiative and independent judgment within established procedural guidelines. Use spreadsheet and word processing applications (Microsoft Word/Excel/Outlook) to prepare clear and concise correspondence, reports, and other written materials. Collect data, analyze it and produce complete, accurate, and logical reports. Abide by Cit and department administrative directives, policies, and procedures. Multi-task and work in a deadline-oriented environment. Make mathematical computations rapidly and accurately. Enforce regulations fairly, firmly, factually, and with proper public relations skills. Remain constantly alert and aware of any workplace hazards and follow the safety practices and principles in reporting and preventing accidents. Comply with all City and department administrative directives, policies, and procedures. Demonstrate satisfactory work performance and regular, reliable, and punctual attendance. Provide management with sound, positive advice, and information concerning the area of responsibility. Establish and maintain cooperative working relationships with those contacted in the course of work and communicate effectively with the public and other required entities. Skills: Advanced skills in operating office equipment and machinery. Strong verbal and written communication skills. Strong customer service skills with the ability to greet and respond to customers in a friendly and professional manner. Licenses, Certifications and Special Requirements: Texas Class C drivers license with a good driving record as measured by the Citys evaluation system. The following certifications are preferred: ICCBuilding Plans Examiner Certification, ICCResidential/Commercial Building Inspector Certification, and TFMA/ ASFPMCertified Floodplain Manager Certification. Once hired, these certifications must be obtained within the time frame set by the department. Physical Demands: Physical demands include but are not limited to: sitting, talking, hearing, seeing, standing, walking, driving, stooping, kneeling, reaching, pushing, pulling, twisting, bending, crawling, climbing, and using hands and fingers to operate equipment and to lift or move objects up to 50 pounds. Working Conditions: Work is performed primarily in an office setting or a well-lighted and temperature-controlled working environment.
