Our client is a global corporation in the Oil, Gas and Chemicals industry.
We are looking for a Contract and Labor Relations Manager. This position requires close collaboration with the regional Procurement team, the PROS & Project Delivery team responsible for Turnaround (TAR) work, as well as the Franchise. The role is essential in fostering positive labor relations with external contractors and organized labor organizations that provide services at our plant sites. Expertise in contractor management, collective bargaining, collective agreements, wage data, California SB740 legislation, industrial craft classifications, facility maintenance experience, local labor trends, employment laws, and TAR execution is critical for success in this position.
Responsibilities: Define and lead our companys strategy for partnering with organized labor, particularly Building Trade Unions, to enhance and maintain our operating facilities. Develop a clear organizational structure that defines roles, accountabilities, and responsibilities necessary to implement our companys strategy, and secure buy-in and support from the organization. Establish and manage relationships with key internal and external stakeholders to effectively communicate and execute the companys strategy. Foster productive relationships with organized labor groups, particularly Building Trade Unions. Serve as the primary point of contact for ensuring compliance with California SB740 law, providing advice, guidance, and resolving inquiries related to the law and other applicable policies and labor regulations. Develop and maintain an Employee Handbook, training plans, and materials to keep new team members up to date with the latest SB-740 regulations. Act as the go-to expert on the companies approved Project Labor Agreement (PLA), interfacing with internal teams, legal counsel, contractors, customers, regulatory agencies, and unions.
Required Skills and Abilities: Preferably based in California.
Open to being based out of Houston, Texas on the understanding there will be frequent travel to plant locations in California. Strong background in labor relations within both the private and public sectors. Practical experience on SB740 law in California Exceptional negotiation and mediation skills. Outstanding leadership abilities. High ethical standards with the ability to maintain confidentiality. Excellent written and oral communication skills, coupled with strong interpersonal skills. Ability to multi-task and manage time effectively. Proficiency in the Microsoft Office suite. Strong skills in public speaking, presentation, training, and teaching. Is comfortable to working in plant TAR setting.
Education and Licensing Requirements: Bachelors degree in labor relations or engineering, with a minimum of 10 years of experience in heavy industrial construction/projects involving construction trade unions and/or contractors. Drivers License:
Must hold a valid and clean drivers license.
