Reimagine What's Possible The Outage and Labor Relations Manager plays a crucial role within Air Products, overseeing maintenance and project-related work at our operating facilities. Reporting directly to the North American Industrial Gas Fleet Asset Director, this position requires close collaboration with the regional Procurement team, the PROS & Project Delivery team responsible for Turnaround (TAR) work, as well as the Franchise. The role is essential in fostering positive labor relations with external contractors and organized labor organizations that provide services at our plant sites. Expertise in contractor management, collective bargaining, collective agreements, wage data, California SB740 legislation, industrial craft classifications, facility maintenance experience, local labor trends, employment laws, and TAR execution is critical for success in this position. Responsibilities: Strategic Leadership:

Define and lead Air Products' strategy for partnering with organized labor, particularly Building Trade Unions, to enhance and maintain our operating facilities. Organizational Structure Development:

Develop a clear organizational structure that defines roles, accountabilities, and responsibilities necessary to implement Air Products' strategy, and secure buy-in and support from the organization. Relationship Management:

Establish and manage relationships with key internal and external stakeholders to effectively communicate and execute Air Products' strategy. Labor Relations:

Foster productive relationships with organized labor groups, particularly Building Trade Unions, to ensure economically beneficial outcomes for both Air Products and the unions. Compliance Management:

Serve as the primary point of contact for ensuring compliance with California SB740 law, providing advice, guidance, and resolving inquiries related to the law and other applicable policies and labor regulations. Training and Documentation:

Develop and maintain an Employee Handbook, training plans, and materials to keep new team members up to date with the latest SB-740 regulations. Project Labor Agreement Expertise:

Act as the go-to expert on Air Products' approved Project Labor Agreement (PLA), interfacing with internal teams, legal counsel, contractors, customers, regulatory agencies, and unions. Performance Metrics:

Establish key performance indicators to measure the success of relationships between contractors, subcontractors, unions, and Air Products departments. Strategic Relationships:

Develop and maintain strategic relationships with outside contractors to execute Air Products' strategy, and foster relationships with multi-level union leadership to ensure a successful partnership. Organizational Communication:

Provide regular updates on the status of relationships and drive actions across the organization to meet expectations. Required Skills and Abilities: Preferably based in California. Strong background in labor relations within both the private and public sectors. Practical experience on SB740 law in California. Exceptional negotiation and mediation skills. Outstanding leadership abilities. High ethical standards with the ability to maintain confidentiality. Effective problem-solving skills. Excellent written and oral communication skills, coupled with strong interpersonal skills. Ability to multi-task and manage time effectively. Proficiency in the Microsoft Office suite. Strong skills in public speaking, presentation, training, and teaching. Comfortable working in plant TAR setting. Education and Licensing Requirements: Education:

Bachelor's degree in labor relations or engineering, with a minimum of 10 years of experience in heavy industrial construction/projects involving construction trade unions and/or contractors. Driver's License:

Must hold a valid and clean driver's license. Work Hours & Benefits: This position is residence based. Prefer to be in California. In California, the expected pay range is $142,900 - $187,400 plus bonus. This is the pay range that we reasonably expect to pay for this position. Individual compensation decisions are based on a variety of factors.
