The Leidos Digital Modernization Sector at Leidos currently has an opening for a Program Manager to work onsite in Doral, Florida and have the opportunity to oversee a high-profile IT and Cyber Services program supporting the United States Southern Command (USSOUTHCOM) Cyber Information Technology Enterprise Services (SCITES) 2 contract. This role will involve managing complex projects across USSOUTHCOM's Area of Responsibility (AOR), which includes Central and South America and select Caribbean nations. The Program Manager will ensure the successful implementation and sustainment of IT services that enable seamless interoperability, cyber-informed operations, and mission-critical support for USSOUTHCOM.

The Program Manager will ensure the successful implementation and sustainment of IT services that enable seamless interoperability, cyber-informed operations, and mission-critical support for USSOUTHCOM.
Primary Responsibilities
- Lead and manage the IT and Cyber Services program across USSOUTHCOM AOR, including multiple OCONUS locations.
- Oversee all aspects of program management and mission delivery, including planning, scheduling, budgeting, administration, and coordination of resources.
- Develop and implement a robust program management strategy that integrates IT lifecycle management, cyber-informed architectures, and configuration management at every phase of project execution.
- Ensure 24/7 availability and proactive management of IT and communication systems, supporting the Joint DoDIN Operations Center (JDOC) and other key command elements.
- Develop and maintain a Project Management Plan (PMP) and Integrated Master Schedule (IMS) to align project activities with USSOUTHCOM's strategic and operational objectives.
- Leads seamless communication and coordination across multiple echelons of command, including government, interagency, and foreign mission partners.
- Drive continual service improvement (CSI) initiatives to enhance the quality and effectiveness of IT services, aligning with DoD regulations and industry best practices.
- Ensure program compliance with all security requirements, including managing personnel security and adherence to USSOUTHCOM cybersecurity policies.
- Provide on-site and remote service locations program management, prepare and deliver status reports, and lead quality assurance, change management, and service transition processes.
Basic Qualifications
- Bachelor's degree in Information Technology, Cybersecurity, Business Administration, or a related field.
- 12+ years of program management experience, with a focus on IT or Cyber Services, of similar size, customer, and complexity.
- Certified PMI Project Management Professional (PMP) or equivalent certification.
- Proven ability to lead and manage teams in diverse, high-stakes environments, including OCONUS locations.
- Strong knowledge of IT service management, cybersecurity, and information assurance practices.
- Must currently hold and be able to maintain a Top Secret security clearance with Sensitive Compartmented Information (SCI) eligibility.
- Ability to maintain and oversee security protocols, including managing sensitive and classified information.
- Demonstrated experience in managing configuration management, service design, and service transition processes in a cyber-informed environment.
- Experience working with international and interagency partners, particularly in a defense context.
- Excellent bilingual communication skills (English and Spanish), with the ability to communicate effectively with senior leadership and diverse stakeholders.
- Willingness to travel as required across USSOUTHCOM's AOR.
Preferred Qualifications
- Master's degree in Business Administration, IT, or related field.
- Experience managing IT services for combatant commands or other major defense organizations.
- Familiarity with the USSOUTHCOM mission, strategic objectives, and operational environment.
- ITIL certification and experience in implementing ITIL practices.
