The primary purpose of the Office Victim Compensation Services (OVCS) is to serve the victims of North Carolina in various capacities through the two North Carolina General Statutes (NCGS) mandated programs comprised of - Crime Victim Compensation and Rape Victims Assistance Programs. The Crime Victim Compensation Program reimburses citizens who suffer medical expenses and lost wages as a result of being an innocent victim of a crime committed in North Carolina according to NCGS Chapter 15B. This program works directly with the North Carolina Crime Victims Compensation Commission; whose primary purpose is to compensate victims of crime for certain monetary expenses that were incurred as the result of a violent act committed against them. The Rape Victim Assistance Program provides free forensic medical examinations for victims of rape or sex offenses according to NCGS Chapter 143B-1200. Victims of rape, assault, child sexual abuse, domestic violence, and drunk driving as well as the families of homicide victims are eligible to apply for financial help.

This position assists the Office of Victim Compensation Services by organizing and coordinating administrative business activities including grant budget, purchasing, inventory, human resources, and specialized records and process coordination of the program specific functions. The position manages office and auxiliary functions (e.g., maintenance, security, HR) and implements program policy and assists the director with formulations of program policy. The work involves public contacts in promoting established programs. The position supervises staff assigned. Work is performed under general supervision and is subject to review and evaluation through conferences, post-audits, and written reports.

This position is responsible for researching, drafting and maintenance of policies and procedures to ensure the Office of Victim Compensation Services meets legislative mandates and departmental goals. This position is responsible for editing, preparation, and coordination of grants in support of the Office of Victim Compensation Services Programs. This position prepares grant applications to for submission to state and federal agencies for the Office of Victim Compensation Services programs and for other grants supporting victim rights.

To qualify for this position, applicants must demonstrate ALL of the following KSAs:

Management Preferences:

Minimum Education and Experience Requirements

Bachelor's degree from an appropriately accredited institution and one year of experience in HR, budgeting, research or administrative management;
