PAY GRADE: AB-4 - Minimum pro-rated salary - $80,063

JOB DESCRIPTION:
Responsible for overseeing many of the day-to-day procurement operations. Provides direct supervision for the buyer staff and coordination of the bid process. Assists the Director of Purchasing in development and implementation of procurement policy and procedures district wide.
DUTIES and RESPONSIBILITIES:
- Supervise staff in preparation of all bidding documents, including instructions to bidders, specifications, and form of proposal.
- Create and update bid schedules and quotes and monitor work assignments.
- Assist staff in preparation of all bidding documents, including notice and instructions to bidders, specification, and form of proposal inside the District's e-bidding platform.
- Develop bids/quotes using the appropriate purchasing method (RFP, RFQ, CSP).
- Receive and evaluate formal bids and make recommendations for the award of contracts to the Director of Purchasing.
- Advise departments on procedures for obtaining goods/services over the District's required policy amount.
- Obtain and study comparative prices and quotations. Make purchasing recommendations based on information obtained.
- Approve purchase orders and monitor purchase requisitions to determine the correctness of information, calculations, coding, and other pertinent information as assigned.
- Develop and maintain the Purchasing website with current information.
- Monitor and respond to Public Information requests as submitted.
- Research, gather, and submit required information for audits, transparency awards, and any other relevant professional association groups on behalf of the department.
- Build and maintain positive relationships with vendors to ensure contract terms are being met and resolve any issues.
- Oversee and implement district-wide purchasing training to personnel regarding policy and procedures.
- Supervise and train Purchasing staff and make recommendations relative to placement, transfer, retention, and dismissal.
- Work cooperatively with District personnel in reference to purchasing specifications, sources, availability, pricing, shipping, receiving, or any other purchasing-related issue.
- Build and maintain positive working relationships with other departments and campus personnel.
- Represent Director of Purchasing when director is unavailable.
- Maintain Continuing Education Credits to stay up to date with current Federal and State regulations.
- Maintain regular attendance.
- Maintain confidentiality.
- Perform other duties as assigned.
- Five years (5) of professional level purchasing experience
Education/Certification:
- Bachelor's Degree
Special Knowledge/Skills:
- Knowledge of competitive procurement statutes, purchasing and acquisition procedures, legal, and local policy
- Effective verbal and written communication skills as well as interpersonal skills with an emphasis on customer service
- Effective management, administrative, and leadership skills
- Ability to research and generate solutions
- Computer and software knowledge to develop spreadsheets, databases, word processing, and writing skills
- Knowledge of financial ERP software
- Familiarity with electronic bidding systems
