POSITION SUMMARY
The AvantGarde, LLC (AG) HR Performance Management Specialist supports the AG client on site at the United States Capitol Police (USCP), in conjunction with the Office of Human Resources (OHR) leadership to manage USCP's Annual Performance Plan System "APAS". The HR Specialist will monitor, execute, plan, develop, implement, and administer activities related to performance management for all sworn and civilians.. Support is provided on site HQ downtown DC.

The HR Specialist will monitor, execute, plan, develop, implement, and administer activities related to performance management for all sworn and civilians.. ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provide support and assistance to supervisors in drafting performance management and evaluation documents.
- Complete analysis of performance data for recommendations to improve business processes.
- Develop and maintain knowledge of USCP policies and procedures to ensure compliance as related to managing employee performance.
- Develop appropriate and timely communication to USCP managers, employees and leaders in coordination with critical due dates such as annual plan, 6-month review, and annual review.
- Annually provide performance outcome metrics and advise OHR and USCP leadership on methods to improve departmental performance results.
- Continually research and incorporate HR best practice into the APAS.
- Consult with partners such as OIS, regarding performance management HRIS system updates and design changes.
QUALIFICATIONS, KNOWLEDGE AND SKILLS
- Bachelor's degree in human resources, Business Administration, or related field strongly preferred.
- Minimum of 3 years of experience in managing, guiding and advising on Federal agency performance management processes.
- Strong understanding of Federal performance management techniques and best practices. • Excellent communication and interpersonal skills.
- Proficient in Federal HR software and, especially navigating performance management systems, such as Cornerstone on Demand is desired.
- Strong analytical skills and data-driven thinking.
- Experience as a Performance Management in the Legislative Branch or an Excepted Service agency is highly desired.
- Must have exceptional organizational skills and the ability to handle multiple priorities.
- Excellent writing skills with specific attention to detail.
- Excellent, demonstrated customer service skills.
