Job Description:
The Manager, Leave & Disability oversees and manages the day-to-day administration of the National Veterinary Associates leave of absence (LOA) team and processes. The Manager leads the LOA Specialists and Coordinators, ensuring that all deadlines are met, including but not limited to resolving service tickets, email replies, and escalations from HR, Legal, Site Leaders etc. In addition, the Manager will provide recommendations to the Sr. Director, Benefits on streamlining opportunities including design, build, and managing the company's leave and extended leave programs. The Manager serves as the subject matter expert for all LOA programs and serves as the point of contact for leadership and Legal on escalated matters and policy interpretation.
Regulatory and Legal Compliance
• Manages and ensures compliance of all federal, state, local leave regulations including but not limited to Family Medical Leave Act (FMLA), USERRA, ADA/ADAAA, as well as various state leave requirements as applicable. Also ensures compliance of all other company leaves including but not limited to personal and company leaves. Stays abreast of applicable regulations.
• Serves as the project lead/subject matter expert on leave initiatives and implementations as it relates to HCM system upgrades and third-party vendors.
• Serves as the subject matter expert on leaves, in collaboration with Legal and HR leadership, around leave policy and administration.
• Manages all notice requirements for various federal and state leaves as applicable.
• Identifies opportunities to implement process improvements and efficiencies with internal business processes and partners.
• Develops and maintains leave resources, training, educational material, and communications for employees and managers. Conducts manager and HRBP training on role-specific leave responsibilities.
• Coach Site Leaders and HRBPs on leave policy and processes.
• Interprets and administers leave policies within the framework of applicable federal and state regulations.
Operations and Administration
• Serves as the point of escalation for leave matters. Resolves escalated issues with a sense of urgency.
• Assists managers with complex leave issues involving abuse of FMLA and other leave types and escalations.
• Coordinates with applicable stakeholders (Payroll, Benefits, HR Business Partners, Occupational Health Services (OHS) and vendors).
• Hire, train, and develop the LOA Specialist and Coordinator team.
Vendor Management
• Identifies opportunities to leverage vendor capabilities to support process improvement.
• Monitors third-party vendor for adherence to established service level agreements.
• Participates in vendor RFP's, selection, negotiation and annual renewal, in collaboration with Benefits Leadership and Broker partners.
Qualifications
• BA/BS degree preferred
• 7 years of benefits responsibility for an organization's LOA program including experience administering and understanding of HIPAA, FMLA, CFRA, PDL, USERRA, ADA, ADAAA, and other applicable state legislation
• Retail and/or Multi-state large (up to 20,000 employees) employer experience preferred

• Ability to operate within HCM systems (Ceridian Dayforce, ADP Vantage).
• Proficient with Microsoft Word, Excel, and Power Point.
• Strong oral and written communication skills and demonstrated ability to collaborate across all levels of an organization.
• Ability to work within a team environment and to collaborate across multiple departments.
• Strong self-starter, fast learner, quality conscious, committed to deadlines.
• Ability to manage up and down the organizational hierarchy to drive change as necessary.
Compensation:
The total compensation range (base salary plus opportunity for bonus) is between $118,800 and $179,300 and includes benefits.
