This position is currently fully on-site with the possibility of becoming a hybrid position over time. Applicants must reside within a commutable distance of Washington, D.C.
The Project Manager will support the change and configuration management activities related strategic organization design support and operational planning, and collaboration tool research, including meeting management, facilitation, weekly meeting briefing preparation, and meeting minutes. The requirements of the position include ensuring project schedules are met, supervising project personnel, and communicating project goals unilaterally to team members. Proven management and leadership ability to lead multiple cross-disciplinary IT teams on multiple complex, high visibility projects is a must.

Internal title/grade: Project Manager 8
Salary Range: $146,00 - $155,000
All individuals being hired to work for TCG must submit to, and successfully pass, a pre-employment background investigation prior to reporting for their first day of work. The pre-employment background investigation will include verification of employment and education, as well as, a criminal and DMV check.
Additional documentation and background checks will also be required for positions that require clearance from the Federal government.

RESPONSIBILITIES:
- Supporting the facilitation of a government organization to quickly and efficiently adapt to various change initiatives and projects
- Reviewing how changes to business systems and processes or the implementation of new technology affects existing personnel and making recommendations to minimize these impacts
- Creating management plans and organizational systems that encourage the organization to quickly adopt new technologies and new ways of performing various operations
- Designing and organizing and conducting change control meetings and activities related to them
- Work with government staff to facilitate the change decision process
- Work with government staff to implement appropriate information systems to assist in the change review process.
- Ensures smooth delivery of After Action Review sessions and resulting decisions and assessments
- Identifies system outages and any other unplanned production related changes and reports as appropriate
- Manages the activities of TCG staff to ensure effective project performance and client satisfaction
- Meets financial objectives by forecasting, maintaining project budgets, analyzing variances, and initiating corrective actions
- Reviews priorities with federal leads and manages overall project activities to meet milestones and owns the project schedule by coordinating input from each team lead for team activities and managing external dependencies (e.g change implementation by client's infrastructure team)
- Serves as the primary escalation point for all external stakeholders and internal team members for the change management project
- Oversees and maintains an effective project workforce through active recruiting, selecting, orienting, coaching, counseling, and communicating team expectations
- Provides periodic reports and metrics to the program manager and government stakeholders
- Updates job knowledge by participating in educational opportunities, keeping up to date with relevant publications, maintaining personal networks, and participating in professional organizations
- Facilitates Agile Scrum ceremonies as needed
REQUIRED EXPERIENCE & SKILLS:
- Project Management Professional (PMP) and Agile (e.g. CSM) certifications
- 10+ years experience overall, 7+ years experience in project management, 3+ in change management
- 3-5 years experience as a business analyst with skills in requirements gathering
- Experience working with Atlassian tools, including Jira and Confluence, to manage day to day activities of a development project team
- Broad knowledge of the IT field with proven track record in managing mid or large-scale programs, especially in data migration
- Excellent verbal and written communication skills
- Independent problem-solving skills, strong analytical abilities, creativity and a "helping others helps us all" personality
- Excellent time management and ability to juggle multiple tasks under strict deadlines
- Strong analytical and systems thinking skill set; ability to apply technical solutions to broad, complex problems
- Ability to talk to clients about technology with the understanding that clients are not themselves technologists, with the political savvy to know how to phrase issues to reassure rather than overwhelm clients
- Experience in reporting to and building rapport with program & project team members, stakeholders, and high level government executives
PREFERRED EXPERIENCE & SKILLS
- Industry related certifications (CISSP, CISM, etc.) a plus
EDUCATION
- Bachelor's Degree (Computer Science, Mathematics, Engineering, Information Technology, or related preferred).
