The Senior Business Analyst will oversee, organize, and manage the tasks related to a major IT environment documentation and architecture effort and requires the technical acumen to assess quality and accuracy for a large volume of documents. He/she will work with technical team members to plan out the tasks and timelines to compile and capture configuration baselines and ensure smooth project delivery, including schedule, client, and budget management. Proven management and leadership ability to lead multiple cross-disciplinary IT teams on multiple complex, high-visibility projects is a must.

Internal title/grade: Business Analyst 7
Salary Range: $117,500 - $130,000
All individuals being hired to work for TCG must submit to, and successfully pass, a pre-employment background investigation prior to reporting for their first day of work. The pre-employment background investigation will include verification of employment and education, as well as, a criminal and DMV check.
Additional documentation and background checks will also be required for positions that require clearance from the Federal government.

RESPONSIBILITIES:
- Assess and transition applications' operations and maintenance requirements in concert with the client
- With minimal supervision, leads and directs requirements gathering, project planning, task estimation, and project road mapping
- Act as liaison between customers, stakeholders, and technical teams
- Leads the definition and discovery of needs in partnership with the Project Lead to create consensus on the correct application solution to address them and achieve team objectives
- Guides and mentors the team to ensure they are in alignment on project goals, context, specific logic, and other details of the tasks at hand
- Update and maintain agile tracking systems (Jira) to provide transparency on Project activities
- Provides periodic reports and metrics to the Project Lead and government stakeholders
- Organize and compile documentation into a content management system for centralized access and reference
- Organize and facilitate daily stand-up meetings, planning sessions, and demos
- Serves as the primary escalation point for all external stakeholders and internal team members
REQUIRED EXPERIENCE & SKILLS:
- 7+ years of experience overall with a minimum of five (5) years experience serving as a Business Analyst on technical IT projects
- 3-5 years experience as a business analyst with skills in requirements gathering
- Demonstrated experience leading requirements gathering sessions, analyzing business flows, and documenting user needs
- Experience working with Atlassian tools, including Jira and Confluence, to manage day to day activities of a development project team
- Strong written and verbal communication skills that translate well into requirements baselines that both technical experts and business owners can understand
- Proven ability to provide detailed, comprehensive, testable and traceable process components in a number of formats including, but not limited to Business Requirements, Functional Requirements, Data Requirements, System Software Specifications, Use Cases, etc.
- Demonstrated ability to develop a deep understanding of project needs through project management and business analysis techniques
- Understand Agile software development methodologies, values, and procedures
- Independent problem-solving skills, strong analytical abilities, creativity and a "helping others helps us all" personality
- Excellent time management and ability to juggle multiple tasks under strict deadlines
- Strong analytical and systems thinking skill set; ability to apply technical solutions to broad, complex problems
- Ability to talk to clients about technology with the understanding that clients are not themselves technologists, with the political savvy to know how to phrase issues to reassure rather than overwhelm clients
- Experience in reporting to and building rapport with program & project team members, stakeholders, and high level government executives
PREFERRED EXPERIENCE & SKILLS:
- Documentation and toolsets (e.g. Confluence and Jira) expertise
- Project Management Professional (PMP) and Agile (e.g. CSM) certifications
- Experience in documentation standards and methods
EDUCATION:
- Bachelor's degree or equivalent experience required, in Business Administration or technical field is preferred
