Lead Procurement Specialist (3729)

SMX is seeking a Lead Subcontracts Administrator to serve as Lead Procurement Specialist (Commercial Services). The chosen candidate will be responsible for developing processes and implementing commercial procurement actions for a variety of non-federal entities, to include commercial clients, state/local governments, nonprofits, and indirect contracts. The individual selected will be aiding in development of this position.

This position is 100% remote.

Essential Duties and Responsibilities:
  • Develop and implement commercial procurement process for Managed Service Providers (MSPs) including Reseller services
  • Recommends process improvements related to commercial and indirect procurement practices
  • Manage and execute various activities related to sourcing and procurements in support of internal and external end-users
  • Recommends solutions to address issues in commercial, state/local, nonprofit, or indirect procurements
  • Responsible for all pre-award and post-award procurement activities including requests for and evaluation of proposals, negotiations of terms and conditions, and execution of award documents
  • Reviews and analyzes complex solicitations and price proposals from suppliers
  • Manages all company reseller agreements and service provider agreements
  • Provides ordering guidance and monitors compliance for company reseller agreements and service provider agreements
  • Provides guidance to internal customers (program teams). May administer procurements or participate on proposal teams
  • Ensures compliance with the company's procurement procedures
  • Maintains procurement files to ensure compliance with company procedures
  • Provides advice and assistance in commercial, state/local, nonprofit, or indirect procurement matters to the Director of Subcontracts
  • Enter purchase orders and perform general inquiries in Costpoint.
  • Analysis of complex of situations or data requiring an in-depth evaluation of variable factors or gathers and analyzes information skillfully
  • Networks with key contacts outside own area of expertise

Required Skills and Experience:
  • Bachelor's degree in related discipline plus 10 or more years of directly related experience in a commercial contracting environment. In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience.
  • Minimum 5 years' experience in fast-paced environment supporting multiple programs and simultaneous proposals
  • Project and process-oriented experience with ability to create, document and execute processes and provide Solutions to issues in creative and effective ways
  • Ability to identify and advise on mitigation of risk
  • Experience with cloud service providers and software providers
  • Demonstrated experience in negotiating and leveraging value added reseller agreements, master service agreements and licenses
  • Experience with non-Federal customers, such as state/local government, commercial, and non-profit organizations
  • Experience with administering agreements with major OEMs and/or service providers (example: AWS, Azure, Google)
  • Possess ability to work independently, be a self-starter and demonstrate strong time management skills
  • Ability to work serving multiple teams and their leaders and collaborate with cross-functional teams
  • Excellent organizational and communication skills
  • Proficient with MS Word, Power point and Excel
