Job Overview
This job announcement will be accepting candidate submissions until 18 July 2024. AFRL/RDSMI seeks to hire a mid-level, DR-0801-02 General Engineer - Programmer in Maui, Kihei, HI.
Position duties include, but are not limited to:
- Directs Civil Engineering (CE) operations to ensure planning and programming of installation facilities operation and maintenance (O&M) requirements meet AF policy.
- To serve as an engineer, performing design, project programming, construction management/monitoring duties and improvement projects of real property facilities and infrastructure, including utility systems for the observatory on Mt. Haleakala and two sea-level sites which include the Headquarters Building and Remote Maui Experiment Site.
- Performs planning and design work for substantial multi-phase new construction, renovations, and improvement projects for real property facilities, including utility systems, utilizing professional knowledge of engineering.
- Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing professional knowledge of architecture to ensure overall compliance with contracted specifications, schedules, etc. Plans, programs, budgets, and execute required projects in support of assigned programs.
- Provides consulting services and project coordination. Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena.
- Executes the functions of a CE Engineering Flight to include the Facilities Board, Programming, Project Management and Community Planner. Performs the role of CE Subject Matter Expert (SME) for the 15 SPSS BOS and other support contracts.
- Provides quality assurance on type, amount, and effectiveness of preventive maintenance programs as well as reviewing repair recommendations for failed systems.
- Analyzes and provides recommendations to improve system reliability. This is a non-supervisory position. However, this position is expected to be a general SME of most CE functions and can guide contractors and junior government personnel in adherence to Unified Facilities Criteria (UFCs) and other regulations.

Required Qualifications
- ABET accreditation
- ADPD level 2/practitioner for Engineering & Tech Management
- 3 years any CE (Portfolio Optimization, Project Programming, Project Management, Community Planner, Ops Flight, etc.) positions at a GS12 level or higher
- Good working knowledge of NEXGEN and BUILDER
Desired Qualifications
- 5 years of Air Force specific CE Engineering Flight (Project Programming, Project Management, Community Planner, etc.) positions at a GS12 level or higher
- Good working knowledge of NEXGEN and BUILDER
- COR or Contract SME experience

Additional Information
Having experience with base level Air Force specific Civil Engineering flights is highly desirable. Environmental experience is not required.
