This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

Admnv Specialist Trainee 1 - A bachelor's or higher degree.

Admnv Specialist Trainee 2 - A bachelor's degree and one year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.

Admnv Specialist 1 - A bachelor's degree and two years of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.

It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. Competitive Minimum Qualifications:
A review of your state history is needed, if you meet any of the below Permanent Competitive qualifications. As this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the position.

Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a/an Administrative Specialist 1 if you have less than one year, you must be reachable on the current Administrative Specialist 1 eligible list for this location, if one exists.

55 B/C Qualifications:
This position is designated 55b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55b/c letter when applying. You must meet the open competitive qualifications from the most recent examination announcement.

Subsequent 55 B/C Qualifications:
A subsequent 55b/c appointment may be considered if you have one year of permanent or contingent-permanent service in a/an Administrative Specialist 1 and have a current Civil Service 55b/c approval letter.

70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 11 or higher determined to be similar by Civil Service.

52.6 Transfer Qualifications:
Current New York State employee with one year or more permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 11 or higher and deemed Administrative by the Department of Civil Service may be eligible for transfer under section 52.6 of the Civil Service Law.

70.4 Transfer Qualifications:
Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 11 or higher and who has passed the PCO or PATT exam and has a bachelor's degree may be eligible for appointment.

Duties Description Working as a team member in the Worker Protection Admin Unit, the Administrative Specialist 1 will assist in providing administrative support and technical assistance for Worker Protection in coordinating various administrative functions such as human resources management, and staff development on a statewide basis. Specific activities performed are:

• Research law, procedures, directives, and policy to effectively implement or incorporate changes to Worker Protection programs.
• Respond to questions and provide assistance to internal and external customers in a professional manner.
• Assists in reviewing, routing, preparing, organizing, and tracking correspondence.
• Assist in developing new tracking processes to ensure documents are updated frequently.
• Assist in entering service requests and tickets to ITS.
• Provide technical assistance in the processing and distribution of information, documents, and reports to both internal and external customers of Worker Protection Divisions.
• Acts as a liaison between Department of Labor's Personnel Office and Worker Protection. As well as a liaison to other programs, agencies, or organizations with which the Department of Labor is involved.
• Review all Division staff performance evaluations to ensure necessary paperwork is included and that they are completed in a timely manner.
• Assist in the support of training needs for staff. Prepare management reports to identify staff compliance with mandatory trainings. Identifies staff who may benefit from additional training and make recommendations to management. Apprises staff of training opportunities.
• Assist in the development of administrative procedures and training documentation for the future.
• Assist in working in coordination with the Administrative Finance Bureau on Worker Protections spending and staffing levels. Provide accurate and timely reports. Additionally, submits budgeting requests.
• Assist in creating reports needed for the Worker Protection Divisions.
• Assist with change management follow ups and with training events and conferences.

Preferred Qualifications:
Ability to initiate and maintain relationships across a diverse set of stakeholders.
