Job Description:
The Oregon State Police in Salem, Oregon is hiring for one (1) Full-Time, Permanent Procurement & Contract Specialist 3 position.

Summary of Job Duties:
In this position, you will assist agency leadership in improving organizational efficiency in the procurement section. You will be considered a technical procurement expert who will analyze OSP's procurement systems, policies, processes, and chart process flows in order to determine the most efficient and effective systems used by procurement to ensure procurement of goods and services are conducted in an efficient and timely manner while still complying with established laws, regulations, rules, and policies.
You will also serve as a mentor and trainer to procurement staff by handling day to day questions. You will communicate, coordinate, and interact with professionals in all aspects of project development, including offering advice on priorities, procurement options, or feedback.
This position will also conduct complex and high-risk solicitations, contract awards, and amendments, including capital construction and agricultural & engineering.
Minimum Qualifications/Eligibility Requirements:
Five years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations.
OR
A bachelor's degree and two years of professional-level procurement and contract experience related to the position.
OR
Any combination of experience and education equivalent to five years of procurement and contract experience related to the position.

Preferred Skills:
The use of outside resources such as Artificial Intelligence software during applicant skill assessments, examinations, and/or interviews is prohibited unless otherwise stated by the hiring agency. Unauthorized use of outside resources during the hiring process will result in disqualification.
