Leidos is seeking a dynamic Program Manager to join the Federal Civil IT team's within the Digital Modernization Sector. This position will be supporting the cybersecurity program of a federal agency within the Washington DC area. The Program Manager will be responsible for providing leadership, direction, and hands-on management for delivery of mission enabling cybersecurity.

The Program Manager (PM) is a key leadership role in the success and overall growth and delivery of the program. The PM will assist with ensuring work requested is performed properly, which may include, establishing cost estimates, assisting with invoice analysis, establishing estimate to complete, and providing variance explanations if necessary, evaluating subcontractor invoices; tracking and evaluating deliverables and services/products, ensuring customer requirements are met and assessing team and individual performance. In addition, the PM will assist with establishing goals, objectives, policies, and procedures for the successful completion of work that is within budget and schedule constraints, provide guidance to subordinates and ensure that such policies and procedures are effectively implemented. Guidance and oversight must also be provided to subcontractors. Further, the position requires frequent interface with customer personnel, other contractor personnel, and customer representatives. This position is contingent upon contract award.

Primary Responsibilities
  • Lead a geographically disperse team of cross-unit project/program management teams, cybersecurity professionals, infrastructure, and engineering teams in developing, operating, and maintaining mission critical cybersecurity solutions.
  • Contribute to the development of the mission strategy and operational direction.
  • Responsible for managing and communicating short and long-term direction and deliverables.
  • Establish and implement tactical and operational plans with significant impact on the achievement of functional results.
  • Responsible for communication with diverse parties external to the organization.
  • Work closely with the cybersecurity teams to deliver defined service level agreement (SLAs).
  • Ensure that service delivery processes are documented and followed.
  • Monitor the service delivery performance and identify areas for improvement.
  • Develop and maintain customer relations to ensure their needs are met or exceeded.
  • Provide regular service delivery reports and statuses.
  • Facilitate project management follow-up during the onboarding processes in collaboration with the various customer teams, as necessary.
Basic Qualifications
  • U.S. Citizenship
  • Active Level 4/5 MBI (High Risk) Clearance (IRS Clearance)
  • Bachelor's degree in Computer Science (CS), Information Management (IM), Information Technology, or Engineering with a minimum of 8+ years relevant technical experience.
  • Minimum of 4+ years of experience managing an IT Security staff / program and successfully executing deliverables, quality control, inspection, metrics analyses, and cost control requirements.
  • PMI-PMP or equivalent certification.
  • Experience executing Program Management activities (e.g., cost, schedule, customer engagement etc.).
  • Excellent communication and interpersonal skills with all levels of stakeholders.
  • Knowledgeable of cybersecurity policy oversight and governance.
  • Ability to ensure contract deliverables are provided on schedule and with appropriate accuracy and completeness.
  • Ability to work in a team environment, as well as independently.
  • Adaptability to new challenges with a strong motivation to grow and learn in new areas.
  • Desire to work in a fast-paced, multi-tasking environment with quick-response deadlines.
Preferred Qualifications
  • PMI-PgMP or PMI-PfMP Certification
  • CISM, CISSP, GSLC, or CCISO certification.
  • Master's degree in Computer Science (CS), Information Management (IM), Information Technology, or Engineering with a minimum of 6+ years relevant technical experience.
  • Experience supporting federal government strongly preferred.
  • Business Development and Capture experience (e.g., Proposal experience).
  • Knowledge and familiarity with Agile project management.
  • Experience working with both Classified and Unclassified systems.
  • Experience managing multiple simultaneous cybersecurity projects.

Pay Range: Pay Range $122,200.00 - $220,900.00
