The Leidos Digital Modernization Sector Health IT Division is seeking a skilled Infrastructure Program Manager (PgM) with hands on experience leading technical teams in delivery of a full range of IT Infrastructure and Operations services in Amazon Web Services (AWS)) for Federal Health customers.

This hybrid position based in Rockville, MD; candidate must be located in the DC Metro area for onsite meetings and client engagements. Candidate must be a US Citizen or US Person with the ability to obtain a Public Trust Clearance.

This position is contingent upon contract award.

Primary Responsibilities:

The Infrastructure PgM will be responsible for leading delivery of Infrastructure and Operational Services to achieve continual service improvements and will be the primary technical and managerial interface between the team and customer (technical customer(s) and contracting officer(s)). The PgM will assign ongoing tasks and monitor the work being performed to assure that tasks are completed on schedule and meet all requirements. The PM will leverage Information Technology Infrastructure Library (ITIL), Project Management Institute (PMI), and Agile/Scrum best practices to:
  • Develop an Integrated Master Schedule (IMS) incorporating all tasks, projects, plans, activities to show schedule, resources, and objectives.
  • Identify ITSM issues, focusing on the highest priorities identified by Government.
  • Service multiple customers with varying requirements via meetings.
  • Define, measure and report relevant metrics to help with fact-based decision-making.
  • Improve efficiency by automating standard tasks and streamlining processes by applying lean principles.
  • Unite teams and processes by understanding interdependencies and how they impact one another.
  • Influence the organizational culture to support Continuous Service Improvement activities.
  • Create high quality management plans, reports and deliverables as directed by the performance work statement (e.g., status reports, project management plan, staffing plan, etc.).

Basic Qualifications:
  • Bachelor's Degree and 12 years of successful managerial and leadership experience on Federal Health programs and projects with a focus on IT infrastructure.
  • PMI Project Management Professional (PMP) certification.
  • Proven expertise in the management and control of complex information systems architectures involving multiple disparate databases, network, and communications subsystems.
  • Strong infrastructure technical skills and capabilities, with the ability to provide technical direction to technical tasks.
  • Experience in the management of cost, performance, and schedules on contracts.
  • Proven expertise in managing AWS Cloud and Virtual Data Center environments.
  • Excellent written and verbal communication skills and have experience in presenting material to senior federal officials (CIO level and above).
  • Knowledge of FISMA requirements.
  • Ability to effectively organize and manage multiple, complex, and interrelated IT project tasks.
  • Working knowledge of AWS Cloud environments.

Preferred Qualifications:
  • Master's degree in relevant field.
  • ITIL Foundations certification.
  • Experience overseeing infrastructure programs for Health and Human Services (HHS) operating divisions, including National Institutes of Health (NIH), Food and Drug Administration (FDA), Substance Abuse and Mental Health Services Administration (SAMHSA), Health Resources and Services Administration (HRSA).

Pay Range: Pay Range $122,200.00 - $220,900.00
