Description
Leidos is seeking a Resource Manager / Business Manager to support a large enterprise IT contract. The Business Manager will serve as a member of the Program Management Office (PMO), working directly with the Program Manager, Deputy Program Manager, and Operations Manager. The administrator will work with the staffing database management system (RMS) to maintain, update, and add candidates as well as oversee the onboarding process of these candidates from start to finish. Program support includes, but is not limited to: supporting weekly program meetings, preparing weekly staffing metrics for consolidation into customer deliverables, reviewing resumes to determine if they meet the qualifications of contract vacancies, scheduling interviews, maintaining program organizational charts, maintaining email distribution lists, assisting with requisition development and verification, ensuring Leidos and Subcontractor onboarding success, managing staffing projections, working with hiring managers to fill assigned positions, coordinating security clearance needs with the team, and communicating indoctrination and departure information.

The ideal candidate will have some understanding of business / project management processes in order to support staffing objectives. In this position, the candidate will need to exhibit strong communication and organization skills, and the ability to work with program and functional teams to drive tasks to closure.
Primary Responsibilities

Business Manager
  • Coordinate program meetings (schedule, observe, and follow-up on action item responses).
  • Track action items that come up during meetings. Disseminate actions after meetings and follow-up to ensure completion.
  • Serve as a contributor to the PMO, interfacing with all program levels and functional disciplines to include finance, contracts, subcontracts, Talent Acquisition (TA), HR and security.
  • Support the documentation of customer onboarding requirements at CONUS and OCONUS locations.
  • Create and distribute weekly and monthly metrics and reports.
  • Ability to maintain and archive documentation.
  • Track contract deliverables.

Resource Manager
  • Manage data associated with the Resource Management System (database management system); identify anomalies, and seek corrective actions.
  • Establish and maintain positive relationships with teammates, managers, and employees enabling enhanced communication around all staffing activities.
  • Coordinate onboarding efforts to ensure an efficient experience for Leidos and Subcontractor personnel.
  • Support the requisition and hiring processes to ensure personnel are on-boarded by specified dates.
  • Strong organizational skills, with the ability to communicate new hires/staffing changes on a daily and weekly basis.
  • Work with Operations Manager and Team Leads to develop requisitions for new positions and for replacing departing staff members.
  • Ensure timely candidate and interview feedback is provided to Talent Acquisition and Subcontractors.
  • Support subcontractor staffing items, providing timely response to questions, and assisting with time card management set-up.
  • Proactively identify solutions when issues arise and coordinate with the appropriate stakeholders, when required.
  • Aid in security clearance processing
  • Analysis skills, with the ability to review data and succinctly communicate status or areas of concern.
  • Coordinate interviews (schedule, observe, and follow-up requesting feedback).
  • Provide frequent updates to the Enterprise Resource Manager, and assist with Enterprise and Proposal staffing tasks as assigned.

Basic Qualifications
  • Bachelor's degree and 4-8 years of prior relevant experience, or High School Diploma with 8 years of related experience.
  • Strong analysis, planning, organization, and consensus-building ability with effective resolution and relationship-management skills
  • Ability to actively participate in and lead meetings with Talent Acquisition, Security, Subcontracts, and Program personnel to brief the status of the candidates that are in process and/or under review.
  • Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment
  • Detail oriented
  • Managing onboarding and off-boarding requirements, and communicating to respective stakeholders
  • Excellent communication skills to support monthly deliverables.
  • Strong writing skills to effectively document and continually refine staffing, onboarding, and off-boarding processes.
  • Flexibility, adaptability, and commitment to achieving mission/program objectives
  • Flexibility to perform occasional local travel to other Leidos sites in the Washington DC area.
  • Proficiency with MS Office Products (Outlook, Word, Excel, and PowerPoint)

Clearance:
  • Due to the nature of the government contracts we support, US Citizenship is required.
  • TS/SCI with Poly required for Position or TS/SCI and willingness to get a poly.

Desired Qualifications
  • Prior exposure with resource management/staffing tasks such as requisition development, job code alignment, subcontractor staffing support, candidate identification and tracking, and cost and data management
  • Some generalized IT experience would be beneficial, but is not required.
  • SharePoint experience
  • Understanding of DoD 8570 levels and certification requirements

Pay Range: Pay Range $68,900.00 - $124,550.00
