The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) Office of Customer Engagement is looking for a team member to create and design memorable graphics and communication strategies for our customers.

The Visual Design and Engagement Manager serves as a liaison between the Motor Vehicle Administration (MVA), Outreach partners, and the public. This managerial level work overseeing the MVA brand identity, graphic design and outreach opportunities. The incumbent is responsible for developing and implementing graphics and communication outreach strategies to reach diverse groups of Marylanders across the state. In addition, the position is responsible for creating and delivering in-person and virtual presentations, representing the MVA at in-person events, and operating programs for vulnerable populations across the state.
This position will develop and oversee the production of all critical and non-critical signage, graphics, and other visual communication items. The position is responsible for supervising the Print Shop Manager to create and design a variety of products. In addition, the manager supports and provides back-up functionality to the Director of Outreach and Operations. The Visual Design and Engagement Manager will attend outreach events throughout the state and distribute resources including marketing materials and toolkits to assist Marylanders with information on all major MVA processes, initiatives, and resources. The manager is responsible for researching and assisting partners with outreach needs and training.

Preferred Qualifications
Education: A bachelor's degree in visual design, communications or related field.
Experience: Six (6) years of experience in administrative staff or professional work. *Five (5) years of experience in a graphic design-related field, with a proven track record of delivering exceptional client and customer experiences. And three (3) years of project coordination experience in a design or visual-based communications role.
*Selective Qualification recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skill, or ability). No substitution is allowed for a selective qualification.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
4. Responsibilities include the following:
- Directing and guiding production of printing, signage, and graphic design services that are required for MVA to effectively communicate with its externals and internals customers.
- Conceptualizing and developing graphics for murals, brochures, signage, infographics, and other materials as request by the Chief Engagement Officer. Responsible for generating and presenting visual solutions and identifying opportunities for proactive improvements
- Creating and managing MVA branch visual identity. Coordinating uniform wayfinding, signage, and other navigation tools that results in proper customer flow.
- Facilitating of translations for outreach and graphics where needed. Acting as photographer and/or visual coordinator to correctly portray MVA communication and outreach campaigns
- Coordinating and attending outreach events across the State to implement MVA outreach initiatives, including weekend and non-business hours events.
- Leading creative design on MVA outreach toolkits and serve as ambassador for all outreach campaigns. This includes the planning, developing, implementing, coordinating, and monitoring.
- Researching appropriate giveaways and marketing items for individual campaigns and act as purchaser with responsibility for state credit card
- Researching events and locations for MVA outreach campaigns and will be responsible for coordinating attendance and day of plans. Identifying and educating protentional partnerships with non-profits, schools, and other impactful partners.
- Managing internal volunteer registry to assist with outreach opportunities. Responsible for training internal volunteers on specific outreach campaigns. Preparing "to go" kits for volunteers for campaign.
- Writing bulletins, campaign blurbs, and other marketing style content to reach specific audiences.
- Managing and directing special projects as assigned by the Director of Outreach and Operations.
- Proficient in Microsoft Suite, Google Suite
- Effective written and verbal communication skills
- Ability to articulate visual design decisions and follow through on feedback and revisions
- Proficient in Graphic Design Software (Adobe Creative Suite: Illustrator, Photoshop, InDesign, Express, etc.)
