Overview

Nakupuna Consulting is looking to hire a Management Analyst to support the Performance Improvement Directorate (PID) within the Office of the Secretary of Defense's (OSD) Office of the Director of Administration and Management (ODA&M) to provide professional and strategic communications support services. The ideal candidate will support a fast-paced team to deliver and assist in developing written communications. This position will provide cross-cutting support across the PID and other Department of Defense (DoD) stakeholders through a client-service, detail-focused, adaptive, and proactive approach in a fast-paced organization. Support activities may include program plan development, management, and reporting activities for strategic and transformation projects to implement PID's strategic goals and enterprise-wide performance improvement program.

Responsibilities

  • Provides technical writing support onDoD communications and issuances, including but not limited to: Department of Defense Instructions (DoDI), Department of Defense Directives (DoDD), Department of Defense Manuals (DoDM), Directive-Type Memorandums (DTM), Administrative Instructions, and forms that adhere to DoD and legal standards and leveraging the appropriate DoD style guides and templates.
  • Prepare information papers and/or memos in coordination with other Components as part of the President's Management Agenda (PMA) & DSD preparatory activities.
  • Coordinates on a quarterly basis with the Principal Staff Assistants to provide updates on the various initiatives as part of the PMA priorities.
  • Provides program management support functions to the Defense Performance Improvement Council which includes: developing standard operating procedures, graphics, & governance charts.
  • Reviews & co-authors content of the Strategic Management Plan (SMP) document by leveraging DoD writing style guidelines, previous versions of the SMP, and coordination with internal and external partners.
  • Research, outline, write, and edit content, working closely with various departments to understand project requirements and develop high-quality briefing and/or read-ahead materials that are high-level, comprehensive, and digestible for senior-level executive leadership.
  • Understand the Department's formal coordination process and follow the program policy and procedures for the creation, coordination, control, revision, cancellation, and approval of forms within the DoD.
  • Develop PID issuances & charters for approval as well as changes to and cancellations of those issuances.
  • Gather information from subject-matter experts to develop, organize, and write procedure manuals, technical specifications, and process documentation.
  • Obtain and assemble data visualizations, prepare and review presentations, and provide strategic communications support to internal and external DoD stakeholders with a consistent voice across all documentation.
  • Provides program management support to the PID Annual Report.
  • Develops marketing materials as required for the PID Front Office.
  • Collect and analyze organizational and operational data to assist senior leadership with business decisions on strategic planning outcomes, congressional inquiries, and GAO audits.
  • Participate and facilitate sessions or workshops with stakeholders to optimize business capabilities delivery.
  • Identify opportunities for enhancing shared service offerings within the client organization and develop client relationships.
  • Identify, gather, and organize narrative and statistical information using established methods, techniques, and precedents, extracting data from authoritative sources, and comparison of past and present information.
  • Develop continuity books for PID senior level positions
  • Respond to and complete ad-hoc taskers as mission dictates.


Qualifications

The ideal candidate can develop high-quality written communications for the Federal Government and demonstrates the ability to comprehend, analyze, and synthesize complex processes and data into digestible and informative graphics and written content. The ideal candidate is a self-starter, capable of seamless work individually or in a team environment. Specifically, the candidate is familiar with and has experience with the following technical knowledge, skills, and abilities:
  • Experience working for the DoD and familiarity with the OSD organizations and supporting senior level officials is preferred.
  • Experience writing DoD issuances, such as DoDIs, DoDDs, DoDMs, DTMS, Administrative Instructions, and other written communications for the DoD is strongly preferred
  • Demonstrated ability to write in a clear and concise manner and articulate correspondence with a focus on quality control and attention to detail.
  • Proven ability to quickly learn and understand complex subject matter to create aesthetically pleasing presentations and/or digestible data visualizations geared towards executives.
  • Experience writing documentation and procedure manuals for various audiences.
  • Superb written communication skills and a keen eye for detail.
  • Proficient skills in Microsoft Office applications (Word, Excel, Outlook, and PowerPoint), Adobe, SharePoint, and use of office equipment is required.
  • Experience with delivering high-quality client service and demonstrated professionalism in a fast-paced environment, and changing priorities, and work well in ambiguity
  • Strong analytical and problem-solving skills and experience exercising professional judgment.
  • Ability to manage multiple tasks independently, work under pressure, and adapt quickly to changing requirements.
  • Proficient with tasker management tool (preferable)
  • Must be able to work on weekends at least once a quarter and/or as needed.
  • Experience creating actionable deliverables.
  • Excellent interpersonal and organizational skills.
  • Demonstrated bias for action and innovation.

Education and Experience:

This position requires five to 10 years of relevant professional experience. Experience working in or directly for the DoD is required. This position requires a Bachelor's degree from an accredited university or college.

Clearance: This position requires an active SECRET security clearance. Must be a U.S. citizen.

Location: 4 days a week at the Mark Center in Alexandria, Virginia.
