Performance Data Analyst

Job Description:
Under the direction of the Director of Performance Analysis, the Performance Data Analyst performs highly complex (senior-level) data analysis and data research work to support the Performance Management and Analytics System, which aims to integrate and transform HHSC program data to help monitor program performance and enhance data-driven decision-making. Work involves fostering relationships with HHS program staff; providing consultative services and technical assistance to program staff, developing a strong understanding of the program's business and performance measures; gathering, tracking and reporting performance data; analyzing data to identify patterns and monitor performance; reviewing, assessing, and developing new measures, as appropriate; and helping program and PAV staff to develop, and implement new and modified performance tracking systems. This position provides ongoing support, consultation, continuous improvement strategies, assessment, reporting, and analytics for a wide variety of initiatives. The ideal candidate will be a problem solver who can leverage existing data and systems to provide actionable information for agency leaders. The Data Analyst V works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions:
(30%) Supports PAV team initiatives by developing relationships with customers, identifying subject matter experts, researching data availability and quality, developing and testing measurement and analytics proofs of concept, and serving as a lead for special projects.
(25%) Provides guidance and assistance in the establishment of metrics capable of effectively measuring and communicating program performance as well as overall HHS system performance. Represents the PAV team in meetings, communicates highly technical concepts in plain language, and provides oral and written reports to program staff and leadership.
(25%) Utilizes tools for gathering, tracking, and reporting performance data; analyzes data from multiple sources to identify patterns and underlying causes to changes in data. Develops and/or revises system design documents, test cases, test procedures, and quality standards. Interprets historical and current data, makes projections for future program performance, develops reports, dashboards, executive summaries, and presentation materials. Coordinates user acceptance testing, including developing test scripts, test documents, and testing of new system functionality in various test environments, and ensuring approval of the final products.
(15%) Analyzes legislation, policies, and procedures to determine their effect on agency systems and functional areas. Provides ongoing support to agency staff, including performance management training and consultation, continuous improvement strategies, and assessment and reporting methodologies.
(5%) Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Knowledge Skills Abilities:
Knowledge of
• Texas Health and Human Services Commission's programs and functions, and Medicaid system in Texas.
• State and federal legislative processes.
• Project Management frameworks and Agile methodologies.
• System Development Life Cycle (SDLC)
• Strategic planning, formulation, and execution.
• Performance management and continuous improvement processes.
• Knowledge of record keeping, including security procedures for handling, protecting, and reporting on confidential data.
Skill in
• Using various software programs including Microsoft Word, Excel, PowerPoint, Planner, Visio, Forms, SharePoint, Outlook, Teams, and Project.
• Summarizing complex technical information, evaluating alternatives, and developing creative and workable solutions.
• Analyzing data using standard statistical tools, applications, methods, and techniques.
• Managing personal workload, multiple and competing priorities.
• Communicating complex information clearly for a variety of audiences (verbal and written).
Ability to
• Manage projects, tasks, and/or department activities, including managing project meetings.
• Gather business and system requirements, analyze performance data, and develop statistical data charts, maps, and tables.
• Exercise sound judgment in making critical decisions and communicate effectively.
• Use data analytics tools (MS Excel, MS PowerBI, or Tableau).
• Collaborate with multiple teams, work with people under pressure, resolve conflicts, and establish and maintain effective working relationships.
Registration or Licensure Requirements:
Initial Selection Criteria:
• Graduation from an accredited four-year college or university (related work experience may be substituted for educational requirement on a year-for-year basis).
• Experience, Training, or Certification in performing business or program performance analysis, data collection, data analysis and interpretation of the large and complex datasets.
• Experience, Training, or Certification in project management and Agile methodologies preferred.
• Experience working with Prevention and Early Intervention (PEI) Programs or Prevention and Early Intervention (PEI) system preferred.
• Experience with data queries and statistical analysis preferred.
• Advanced degree preferred.
