QUALIFICATIONS
- Required: B.S. degree, preferably in Business Administration or Human Resource Management. A combination of college credit and years of experience may be substituted.
- Required: Minimum five years human resource experience with a concentration in employee training, recruitment and employee relations.
- Required: In-depth knowledge of legal requirements/compliance with state and federal employment law, including FMLA, Unemployment Compensation, and ADA.
- Required: Demonstrated interpersonal, communication, consultative, negotiation and conflict management skills.
- Preferred: PHR certification.

- Job requires periods of walking, standing and prolonged sitting.
- Job involves carrying of documents, books, chairs or small equipment.
- Reaching and bending is related to accessing file drawers and shelves for documents. Positions would be sustained for not greater than 60 minutes.
- Lifting of weight, no greater than 20 pounds and pushing of objects no greater than 50 pounds are occasionally required.
COGNITIVE DEMANDS
- Position requires independent problem identification, abstract reasoning and adaptability. Quick decision-making on issues with significant organizational impact is required. A high degree of selective attention, discernment, perception and concentration is necessary.
- Position requires a high degree of writing proficiency and attention to detail, adherence to all elements of style and ability to express self clearly.
- Position requires a high level of communication skill including expression of abstract/complex ideas, use of negotiation, active listening and the ability to dialogue with multiple parties.
WORK DEMANDS
- Position requires high level of independent judgement and the ability to function effectively during periods, which may be considerably stressful. Position requires the ability to work with others on a very frequent basis. Business unit needs may result in occasional schedule changes, requiring flexibility in working hours.
ESSENTIAL FUNCTIONS
- Oversees and reviews all pre and post recruitment activities completed by Human Resources Assistant ensuring completeness and accuracy.
- Facilitate the delivery of general orientation to all new hires, ensuring all staff receives mandatory education, and develop and/or provide non-clinical training to the workforce.
- In coordination with the HR Assistant and client, manages all leaves of absences in accordance with the Family & Medical Leave Act and Hospital policy related to personal leaves of absence ensuring compliance.
- Ensures required documentation is provided to Department of Labor/Third Party Administrator for Unemployment Compensation claims and attends hearings and appeal proceedings as required.
- Develops and implements staffing strategies; plans and administers programs to meet staffing needs of client departments and comply with Equal Employment and Affirmative Action laws and guidelines.
- In collaboration with department/unit managers, brand, market, source, recruit and hire hospital personnel. Reviews all internal and external applications and resumes ensuring they meet the qualifications for the positions. Screen candidates on the phone and coordinate on-site interviews.
- Establishes and maintains contacts with community outreach organizations and participates in career days, hiring events and engages in other recruitment activities to attract, screen and interview qualified candidates in an effort to fill vacancies in a timely, cost-effective manner.
- Ensures the security and accuracy of personnel files, data and information.
- Acts as an internal consultant to all staff by analyzing and recommending solutions to human resource issues to ensure compliance with established policies and procedures.
- Manage and resolve employee relations issues. Provides consultation and guidance on employee relations' issues, progressive discipline and documentation requirements. Conducts effective, thorough and objective investigations using the HRO principles.
- Consistently communicates status of operations and other relevant issues to Manager of HR.
