Senior Management Analyst, Strategic Communications

Amentum is recruiting for a Management Analyst to join our team at the Pentagon, in Arlington, VA to support our Department of the Army, G-3/5/7 Operations Readiness and Mobilization Support contract. This position will assist with the development of a long-term strategic engagement plan, proposing key themes and messages for the plan, adjusting based on senior leadership feedback.

Job Duties and Responsibilities:
  • Review strategic communication products, presentations, and briefing materials derived from media reports drawn from open sources.
  • Submit relevant articles for inclusion in their various media reports. Use effective and grammatically correct written communication skills that conform to the Army style described in AR 25-50 and DA Memo 25-52.
  • Support internal Strategic Communications planning and management, which includes providing updates to the long-term Strategic Communications Plan to include speeches, talking points, summaries, and other preparatory materials for senior leader use in Congressional testimony, conferences, panels, meetings, and other strategic engagements.
  • Produce an updated weekly strategic communications and engagement calendar that includes all relevant GO/SES level events/engagements.
  • Recommend conferences for senior leader participation, either as a panel member or by delivering keynote addresses. Adequate completion of this requirement depends upon working knowledge of the following policies and doctrine:

    • Joint All-Domain Command and Control Doctrine, space, data cloud management and public affairs regulations and processes.
  • Recommend and coordinate Communications Plan to include talking points, themes, and messages; maintain the weekly Situation Reports (SITREPS) and daily Personnel Statistics (PERSTATS) submissions.
  • Coordinate with the Office of the Chief of Public Affairs (OCPA) and media relations to receive the latest public affairs guidance (PAG). Participate in the respective Army Enterprise and OCPA CoC.
  • Provide updates to the G3/5/7's Terms of Reference.
  • Update the Critical Information List (CIL).
  • Assist IAW AR 500-3 (U.S. Army Continuity of Operations Program) to serve as a primary CPOC for the Army Continuity of Operations (COOP) Program. These duties assist the Government with management oversight of the COOP program and planning. Attend COOP working group meets (approximately twice a month). Maintain a file of COOP working group meeting minutes and produce an EXSUM for each COOP working group session 24 hours post meeting. Army COOP program planning activities and plans the Contractor shall be involved in as the CPOC include:
    • Identifying the organization's Mission Essential Functions.
    • Maintaining the COOP roster of the ERG member names (a separate document from the COOP plan).
    • Assist the Government in ensuring that Emergency Relocation Group (ERG) members are trained within sixty (60) days of assignment to the ERG.
    • Maintaining the organization's plan and procedures to devolve organizational control.
    • Maintaining a file of the delineated pre-planned delegations of authority needed to ensure successors have legal authority to assure execution of the organization's COOP plan and performance of MEFs during a continuity event.
    • Maintaining the organization's plan and procedures and responsibilities for reconstitution of staff, facilities, and systems to resume normal operations.
    • Maintaining information needed for the availability of required continuity facilities with their secure and non-secure communications, information systems, networks, websites, applications, and IT services required to perform each of the organization's MEFs.
    • Assist the Government in updating and reissuing annually the organization's COOP test, training, and exercise (TT&E) program including the planned schedule of TT&E events for the upcoming year.
  • Create and maintain a Continuity Book for this position, easily accessible to other office staff.
  • Provide administrative support that includes scheduling rooms and VTC sessions, maintaining contact lists, and disseminating notifications, agendas, and read-ahead packages for all meetings and conferences.


Required Qualifications:
  • Master's degree with at least five (5) years of relevant experience.
  • Must have an Active US Government Top Secret w/SCI Clearance. Please note US Citizenship is required to hold a Top Secret w/ SCI Clearance.
  • Detailed-oriented with excellent technical, verbal, and written communication skills.
  • Must be able to work within Government-provided software packages including MS Office products, for example, Outlook, Word, SharePoint, PowerPoint, and Excel.
  • Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.
  • Must be able to clearly articulate analysis through both oral and written communication.
  • Ability to focus on Mission requirements while tracking multiple competing priorities.
  • Experience working in headquarters environments on the Army/Joint Staff and/or Major Army Commands.
  • Proficient in planning and execution of working groups.
  • Operational experience using standard automated toolsets to monitor database performance and maintain database operation.
  • Ability to assist with drafting Army EXORDs, FRAGOs, meeting minutes and EXSUMs and strategic documents.

  • Requires the ability to withstand prolonged periods of sitting at a desk and computer use.
