The Corporate Business Development team leads SPA’s business development activities in existing and emerging defense and civilian markets. BD’s core areas of responsibility include capture and proposal management, company pipeline development and maintenance, GWAC management, business intelligence research, and the formation of strategic partnerships.
SPA has an immediate need for a Senior Capture Manager with experience in Navy markets.
This position allows for a hybrid work schedule but needs to be in the National Capital Region.
Responsibilities
As Senior Capture Manager, the successful candidate will report directly to the Chief Growth Officer and the account Division Director to lead Federal growth activities for Navy markets focused on Naval Sea Systems Command, Naval Warfare Centers and OPNAV, including opportunity identification, pipeline management, business development, solutioning, capture management, and proposal development.
Qualifications
Required Qualifications:
- Active Secret security clearance
- Bachelor's degree and 8+ years of related experience in business development for professional services contracts supporting the Navy, DoD

Proven Capture experience within the Naval Sea Systems Command (NAVSEA) market, specifically with relevant entities such as the Naval Surface Warfare Center (NSWC) or the Naval Undersea Warfare Center (NUWC) in the Washington, D.C. area.

Demonstrated experience of successful capture and winning Federal opportunities with the Navy with a value exceeding $50M for single-award contracts and exceeding $100M for multiple award IDIQ contracts

Experience capturing Seaport Next Gen opportunities

Ability to use automated tools such as MS Office to present ideas, information, and reports

Knowledge and understanding of NAVSEA and subordinate commands

Proven ability to develop creative and/or differentiated professional services solutions for Federal clients

Experience managing and using the Shipley BD process
Desired Qualifications:
- Experience in program execution either on technical staff or as a program/project or line manager
- Experience leading capture for NAVAIR, NAVSUP and Navy Fleet organizations
- Experience with commercial Business Intelligence tools such as Govwin and Bloomberg.
- Proven ability to operate independently with limited supervision and feedback
- Proven ability to establish a solid working relationship with line program staff, management, and business development peers across the company
