QRC, LLC, a Parsons company, is actively seeking a Human Resource Leader to join our team. The Human Resources Leader is responsible for managing the HR function, including developing, implementing, and evaluating ongoing HR policies, programs, and initiatives in alignment with business strategy. Ensuring compliance with applicable laws and regulations is critical. This leadership role reports to the QRC® General Manager and Parsons HR Director.

Description
QRC, LLC, a Parsons company, is actively seeking a Human Resource Leader to join our team. The Human Resources Leader is responsible for managing the HR function, including developing, implementing, and evaluating ongoing HR policies, programs, and initiatives in alignment with business strategy. Ensuring compliance with applicable laws and regulations is critical. This leadership role reports to the QRC® General Manager and Parsons HR Director.
Duties/Responsibilities:
- Develop, implement, and maintain programs ensuring cost-effectiveness, market competitiveness, and internal equity.
- Manage the end-to-end recruitment cycle including posting employment requisitions, screening/evaluating talent, offer process, and onboarding.
- Oversee payroll and benefits administration including worker's compensation, unemployment, and retirement plans.
- Prepare and analyze reports on employee data such as benefits costs, staffing, turnover rates, recruitment metrics, affirmative action/EEO, compensation, and more.
- Identify opportunities to positively impact organizational objectives and operations.
- Advise and coach management on leadership and organizational development, employment laws, company policies, and more.
- Facilitate internal communications including online employee information resources and HR updates.
- Oversee the performance management process including employee relations matters.
- Performs other related duties as assigned.
Requirements
Skills/Competencies:
- Ability to provide direction on complex challenges/tasks.
- Knowledge of staffing/recruiting processes.
- Proficiency with HRIS (Paylocity or Workday preferred) as well as Microsoft Word, PowerPoint, and Excel.
- Capable of mediating and resolving conflict effectively.
- Ability to prioritize tasks effectively in a high-paced environment.
- Strong partnership skills with a diverse leaders/staff across organizational lines.
- Ability to develop and implement initiatives that improve the employee experience.
- Strong analytical ability to summarize and present data.
- Excellent verbal and written communication skills.
Education and Experience:
- Bachelor's degree in human resources or related field, or equivalent experience.
- Three years of progressively responsible experience in human resources.
- SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) current certification preferred.
- Prior payroll and benefits management experience preferred.
