DutiesYou will be responsible for the planning, management, and administration of all contracts across the department.You will delegate complete authority to plan, schedule, and carry out contract execution.You will provide expert leadership to develop contract process strategies in support of the lifecycle of contracts programs.You will engage in pre-solicitation activities including acquisition planning, market research, requirements definition and the Statement of Work (SOW) development.You will integrate inputs and perform extensive analysis to ensure that agency requirements are reflected in contract objectives.You will be responsible for the lifecycle of contracts from the Statement of Work Development, participation in contract award activities, contract administration activities and contract close out.Requirements Conditions of EmploymentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or pay band (DA-05) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
(1) Directing a professional force of several types of analysts (financial, management, program, etc.) engineers, and program managers to work with top-level management for policy, priority, and project plan development; (2) Planning, scheduling, and carrying out contract executions; (3) Analyzing and evaluating channels of communication, operating procedures, and recommending strategies for overall process improvement; (4) Providing expert leadership to develop contract process strategies in support of the lifecycle of contract programs; and (5) Integrating inputs and performing extensive analysis to ensure that agency requirements are reflected in contract objectives while using a high degree of analytical skill to identify and assess alternative contract strategies.
