Job Overview

The Sensing Management Branch (AFRL/RYAR), Sensors Directorate seeks to hire a senior-level Branch Chief, DR-3, in Dayton, OH. This position is only open to: All Federal Civilian Employees. This job announcement will be accepting candidate submissions from 16-30 October 2024. The salary range for this position, including the Dayton, OH locality, is DR-3 - $122,860 - $173,623/year.

This position is open to candidates currently at the DR-02 (or equivalent grade) level eligible for promotion and/or current DR-03 (or equivalent grade) level candidates for reassignment.

The incumbent will serve as the Chief, Sensing Management Branch (RYAR) in the Multi-Domain Sensing Autonomy Division. Develop, demonstrate, and transition autonomous closed-loop sensing capabilities to enable predictive multi-domain environment situational awareness for both strategic and tactical missions across multiple ISR, Strike, and EW/Cyber mission effects chains (MECs).

Position duties include but are not limited to:

  • As Branch Chief of the Sensing Management Branch is responsible for managing branch resources with full authority, to include planning, organizing, execution, and evaluation of all development and research activities conducted by branch personnel.
  • Supports the branch mission of leading the AF in research, development, demonstration, and transition of Sensing Management technology
  • Oversees in-house and contractual programs ranging from basic research and exploratory development to advanced technology demonstration efforts.
  • Collaborates with a broad range of functional and technical area experts across the Laboratory including technology experts, contracting, financial, and other S&E authorities.
  • Manages infrastructure, logistics, safety, travel, and awards/recognitions within the branch.
  • Assists in branch level financial planning and execution and approves financial transactions.
  • Acts as senior representative, technical and programmatic focal point to customers and partners on all assigned program related activities.
  • Serves as a first-level supervisor for the overall effectiveness and efficiency of the Sensing Management Branch.
  • Promotes and enables research and effective outreach for the Sensors Directorate's overarching programs.
  • Performance and operational efficiency for the future Department of Air Force systems.
  • Integrates world-class research and development programs based upon anticipating Air Force and Space Force requirements and leveraging national activities

Required Qualifications

  • United States Citizenship
  • Applicants must have at least one (1) year of specialized experience at the next lower grade (DR-02) or equivalent in other pay systems.

Examples of specialized experience include algorithm research and development, sensemaking, machine learning, and data fusion, sensor data utilizing any phenomenology to include EO/IR, SAR, Radar, Hyperspectral, and Vibrometry.

  • Must be able to obtain/maintain a Top Secret with access to SCI security clearance, as condition of employment.
  • This is a drug testing designated position. The incumbent will be subject to random testing.
  • This position is an Acquisition Professional Development Program (APDP) position requiring Level/Tier 2 (Practitioner) Non-Critical certification in Engineering and Technical Management.
  • The selectee will have 60 months to meet APDP requirements or a waiver must be obtained. *Applicants must list all completed APDP certifications in their resume.
  • The position is eligible for situational telework and will require routine mission travel, regular classified engagements, and in-person meetings that cannot always be scheduled around a regular/recurring telework schedule.
  • Employee must live within the commuting area of Wright-Patterson AFB.
  • Experience in coordination of classified projects and facilities.
  • Technical expertise in sensors and/or spectrum warfare technologies.
  • Significant experience in managing highly technical contracted projects.
  • Excellent verbal, oral, and written communication skills for technical and senior leader audiences.
  • The ability to perform TDY travel approximately 10% of the time.
  • PCS expenses, if authorized, will be paid IAW the JTR and Air Force regulations. Centrally managed PCS costs are paid by the Career Field Team. No DNRP authorized.
