Associate Governmental Program Analyst

Under the general direction of the Staff Services Manager I and Assistant Chief Counsel and/or Chief Counsel, the Associate Governmental Program Analyst (AGPA) performs complex and varied duties relating to the Public Records Act (PRA), and handles a variety of assigned special projects. With limited supervision, the AGPA will perform the following duties:

Provides support, guidance and information to Division Attorneys, Managers, and technical staff in analyzing Public Records Act requests. Assists the Attorney with gathering and assembling evidence, drafting pleadings, identifying relevant records and analyzing their utility to the case, assisting with preparation of trial notebooks, and preparation of subpoenas for trial, assists the Attorney in analyzing Public Records Act requests and determines whether there are legal exemptions from disclosure; prepares draft of legally sufficient responses to the requests; oversees the gathering and disclosure of documents; identifies the legal need for redaction and redacts prior to disclosure. Answers questions from field office coordinators or public regarding the process and requests.

Assists other Unit programs (Litigation/Audit) in preparing motions, pleadings, and subpoenas by drafting, proofreading, formatting, and filing in accordance with applicable laws and court rules. Prepares discovery and subpoenas for service of process and for trials in state and federal trial courts. Analyzes case materials to determine deadlines and filing dates, and utilizes a calendaring system to coordinate and track these deadlines and filing dates. Updates case status reports for assigned Attorneys. Prepares documents and arranging for the service of process. Coordinates conference calls and schedules appointments.

Works with the State Subpoena Coordinator, Statewide American Disability Coordinator, Rulemaking Coordinator, and Attorneys to respond to American Disability Act (ADA) requests. Reviews and analyzes public requests for accommodation for eligibility and appropriate accommodations. Provides support when needed to analyze and cross reference regulation documents; monitors progress of legislation and regulations. Reviews and responds to subpoena requests.

Develops and maintains a variety of accessible electronic files and databases, establishes protocols for efficient use of shared folders, calendar, common nomenclature, and procedures. Oversees the development, improvement, and maintenance of web-based automated mailing lists.

Department Information
The Department of Industrial Relations (DIR) was established in 1927. Its mission is to improve working conditions for California's wage earners and to advance opportunities for profitable employment in California. DIR administers and enforces laws governing wages, workplace safety and health, apprenticeship training programs, and medical care and other benefits for injured workers. DIR also publishes materials and holds workshops and seminars to promote healthy employment relations, conducts research to improve its programs, and coordinates with other agencies to target egregious violators of labor laws and tax laws in the underground economy.

Special Requirements The incumbent must demonstrate the ability to establish and maintain cooperative working relationships with staff at all levels both within and outside of DIR to complete work assignments related to developing policies and procedures. The incumbent must exercise the ability to independently make decisions and perform actions having broad implications on various aspects of DIR's personnel processes. In addition, the incumbent must demonstrate the ability to use the Internet, MS Word, MS Outlook, MS Excel, MS Teams, HR software (Salesforce and ECOS), and other desktop applications.
