The PMO Team at Health and Hospital Corporation of Marion County is searching for an energetic Project Manager/Business Analyst to join our team in the Corporate Information Services Department. We are looking for team members who are excited about providing technology-based solutions for the residents of Marion County, Indiana. We have a strong desire to add engaged, technically inclined individuals who are enthusiastic about partnering with our business units to improve work processes and alleviate pain points. New team members should have a 'service through technology' perspective and a 'sum is greater than its parts' mentality.
Job Role Summary
The Project Manager role will be responsible for coordinating multiple projects of various sizes from start to finish. Will organize and direct many project management activities, including planning, scheduling, implementation, communication, and vendor and resource management, frequently working in cooperation with an external project manager. Will lead and direct project teams, facilitate project progress, monitor project tasks, and conduct issue resolution. Will communicate effectively with management and stakeholders. Acts as liaison between business users, vendors, and technical teams during projects.
The Business Analyst role will be responsible for gathering, analyzing, documenting, and communicating project requirements. Will work with application system administrators and business owners to identify and assess business process problems and provide effective solutions to meet the business needs.
May be responsible for some on-going application and customer support, such as system maintenance, configuration, problem resolution, documentation, and training.
As a member of the CIS department, may be asked to perform other duties as assigned. Works under the supervision of the Manager, Project Management Office, Corporate Information Services.

Essential Duties
Project Manager:
- Coordinate small, medium, and large-scale projects within budget and established timeframes
- Estimate personnel requirements, costs, and timelines for projects; perform resource planning and scheduling for analysts, programmers, and other resources
- Identify and manage project activities and tasks, develop and maintain project schedules
- Interact and work collaboratively with all project team members and stakeholders
- Manage, investigate, and resolve open issues
- Anticipate and address project risks and threats
- Develop and maintain project supporting documentation following department standards and guidelines
- Communicate effectively with project sponsors, management, vendors, and stakeholders
Business Analyst:
- Lead activities in gathering requirements and understanding current and future environments
- Use a variety of methods to model/document business processes and data flow
- Identify opportunities for business process improvements
- Assist application system administrators with problem solving and root cause analysis
- Ensure that technical designs and solutions meet the business requirements
- Assist with selecting solutions that best fit the business requirements
- Document, organize, and maintain business analysis project information following department standards and guidelines
Associated Job Duties
Implementation and Support:
- Assist user departments in implementing software and systems
- Maintain a working knowledge of end-user departmental operations and workflows
- Maintain an in-depth knowledge of functions, features, database structures, screens, and data entry requirements for designated application software
- Assist with administrative tasks, such as performing admin overrides, assigning permissions, creating user accounts and approval workflows for the application
- Assist in developing educational, training and presentation materials
- Coordinate with internal and external parties to provide effective user training
- Assist department managers/representatives in developing and maintaining application specific policies and procedures
- Provide technical support when needed
- Participates as member of Tier II in 7x24 after hours call rotation.
Other Duties and Responsibilities:
- Support and work collaboratively as a team member with others on projects as assigned
- Provide excellent customer service to internal and external customers
- Attend job related workshops and seminars as assigned
- Acquire and maintain a thorough knowledge of corporate and department standards, policies, and procedures
- May work with restricted or confidential information. Maintain confidentiality of any sensitive information according to corporate procedures
- Perform other duties and special projects as assigned
Qualifications
- Bachelor's Degree in Computer Science, Business Administration, or related field, and three to five years of related experience
- Minimum of two years of progressively responsible, related work experience to ensure familiarity with directing all activities relating to project management and business analysis
Licenses/Certifications Required
- PMP and/or PBA certifications strongly preferred
- Six Sigma, Agile PM, MBA or other similar certifications a plus
- Valid Indiana driver's license and access to own vehicle for in-county travel strongly preferred
