General Responsibilities
Responsible for evaluating end-user technology system needs to recommend, develop, implement, and support appropriate strategies to meet these needs. Analyze user requirements, procedures, and problems to automate or improve existing systems/applications and design/develop new systems/applications. Utilize a broad understanding of the company programs and customer initiatives to set priorities in work assignments. Studies company computer systems and procedures and designs information systems solutions to help the organization operate more efficiently and effectively. Serve as liaison between business and technical aspects of projects. Plan project stages and assess operational implications for each phase of a project. Monitors progress to ensure deadlines, standards, and cost targets are met.

Bachelor's degree in Computer Science, Management Information Systems, Engineering or related field required.

Experience:
Eight (8) years of progressive experience developing, implementing and supporting fully integrated business systems for a utility, service, or manufacturing operation. Advanced knowledge of software development life cycle protocols. Proven experience with business and technical requirements, analysis, and business modeling. Knowledge of project management methodologies and systems, especially in an information technology environment. Interpersonal/human relations skills. Functional supervisory skills. Ability to operate a personal computer and applications. Familiarity with multiple information technology currently relevant programming languages.

Essential Job Functions
- Perform project management for multiple information technology projects simultaneously from inception to its conclusion, participating in various programs, planning activities and staff meetings.
- Develop and update project plans for information technology projects, including project objectives, technologies, systems, information specifications, schedules, funding, and staffing. Monitor and track progress to ensure project milestones, deadlines, deliverables, standards, and cost targets are met. Direct or coordinate activities of project personnel related to the project.
- Lead teams of users and staff, including assigning duties, responsibilities, and authority spans to project personnel. Prepare project status reports by collecting, analyzing, and summarizing information and trends.
- Create process models, specifications, diagrams, and charts to guide system programmers. Develop system test plans for new system implementation work. Develop and document deployment work plans. Produce project status reports on a timely basis.
- Evaluate and develop approaches in support of system processes. Assists with the analysis and implementation of data structures and systems.
- Create operation job streams by assembling required processing steps logically to accomplish desired results.
- Collaborate in the planning, designing, developing and deploying new applications and enhancements to existing ones. Evaluate end-user technology system needs and recommend, develop, implement, and support the systems to meet these needs.
- Lead the design, development, and implementation of new applications and changes to existing systems and processes. Assess the usefulness of pre-developed application packages and adapt them to a user environment.
- Coordinate and link the computer systems within the organization to increase compatibility and share information. Determine how a system should work and how changes in conditions, operations, and the environment affect outcomes. Test, maintain, and monitor computer programs and systems, including coordinating the installation of computer programs and systems.
- Troubleshoot program and system malfunctions to restore normal functioning. Train staff and users to work with computer systems and programs.
- Develop or configure document management system features, such as user interfaces, access profiles, and document workflow procedures.
- Administer document and system access rights and revision control to ensure the security of the system and the integrity of master documents. Implement electronic document processing, retrieval, and distribution systems in collaboration with other information technology specialists.
- Assist in determining document management policies to facilitate efficient, legal, and secure access to electronic content. Consult with end users regarding problems in accessing electronic content.
- Provide technical support for software/applications used throughout the organization. Identify new areas of growth after implementation and propose solutions to the business. Expanding or modifying the system to serve new purposes or improve workflow.
- Communicate process changes, enhancements, and modifications - verbally or through written documentation - to management, peers, staff, and other employees so that issues and solutions are understood.
- Analyze and collect technology trends and business intelligence data for industry reports, field reports and purchased sources to identify areas for future development. Analyze competitive market strategies by analyzing related products, markets, or share trends. Communicate with customers, competitors, suppliers, professional organizations, or others to stay abreast of industry or business trends. Develop system user documentation. Develop, document and revise system design procedures, test procedures, and quality standards.
- Plan, develop, coordinate, and implement security standards, policies, and procedures to safeguard company assets, employees, guests, or others on company property. Recommend ways to control or reduce risk and implement organizational processes or policy changes. Devise systems and strategies to monitor the validity of risk modeling outputs. Monitor the use of data files and regulate access to safeguard information in computer files.
- Analyze risk management issues by identifying, measuring, and recommending operational or enterprise risks. Review violations of computer security procedures and discuss procedures with violators to ensure violations are not repeated. Develop plans to safeguard computer files against accidental or unauthorized modification, destruction, or disclosure and to meet emergency data processing needs.
- Develop business impact analysis, business continuity and disaster recovery plans to mitigate risk or facilitate using technology-based tools and methods. Develop emergency management plans for recovery decision-making and communications, continuity of critical departmental processes, or temporary shut-down of non-critical departments to ensure continuity of operation and governance. Test documented disaster recovery strategies and plans. Recommend or implement methods to monitor, evaluate, or enable the resolution of safety, operations, or compliance interruptions.
- Maintain and protect sensitive and private information by keeping employee records confidential in accordance with HIPAA, local, state and federal laws and regulations. Ensures that PHI/ePHI of employees, plan participants, patients, and other assigned individuals are maintained and transmitted securely and legally.
