IT Program Manager

The Swift Group is looking for an IT Program Manager to lead and oversee the successful execution of multiple high-profile technical projects throughout their full life cycle. In this role, you will manage and monitor the progress of concurrent projects, leveraging your expertise in Jira and ServiceNow for requirement tracking and application development. You will be responsible for developing and documenting IT program requirements, analyzing existing IT applications and processes, and translating them into strategic roadmaps with clear milestones. Additionally, you will establish and lead working groups to achieve IT goals, provide support for data management and governance applications, and prepare executive plans and reports. Your ability to compose and edit business and technical reports, and experience with program reviews and control gates will be crucial. This role requires a strong background in project management, strategic planning, and technical writing to effectively communicate with senior leadership and ensure project success. The job location is in Chantilly, VA.

Required Qualifications:
- 10+ years of relevant experience
- Proven experience in technical project management and full life-cycle software development.
- Track record of managing and monitoring multiple concurrent and highly visible projects and requirements.
- Proficiency in using Jira for developing user stories, managing backlogs, and sprints for requirements tracking.
- Experience in managing ServiceNow Application development.
- Ability to develop, document, and track IT program requirements to ensure successful implementation.
- Experience in analyzing and documenting existing IT applications or processes and translating them into customer requirements.
- Demonstrated capability in developing IT application requirements into strategic roadmaps and milestones.
- Experience in establishing and running working groups to achieve common IT goals.
- Proficiency in troubleshooting and analyzing customer challenges for data management or governance applications.
- Experience in composing, editing, and briefing business and technical formal reports, proposals, and project deliverables.
- Experience with program reviews and control gates, ensuring alignment with timelines and deadlines.
- Experience supporting senior leaders or project managers in preparing executive plans and reports.
- Strong background in executive technical writing or editing to create cohesive products and narratives for various audiences, including senior leadership.
- Experience in project management and strategic planning related to enterprise-wide roadmaps and milestone formulation.
- HS Diploma
- U.S Citizen with a TS/SCI with Polygraph Government Clearance
Desired Qualifications:
- Bachelor's Degree
- Experience in analyzing and designing enterprise IT applications.
- Experience analyzing legacy applications for potential replacement with COTS tools.
- Certified Scrum Master (CSM) or relevant work experience.
