Program Analyst

***This position requires an active Secret clearance.***

The Program Analyst provides programmatic, research, and inter-departmental and inter-agency support for region and country-specific policy development, alignment, and implementation of migration-related policies and activities.

Compensation & Benefits:

Estimated Starting Salary Range for Program Analyst: $120,185.48

Pay commensurate with experience.

Program Analyst Responsibilities Include:

• Maintain a broad, deep, and current understanding of the administration's migration policy, and stay abreast of policy changes or new initiatives that affect the Department of State's interests in irregular migration from the Western Hemisphere to the U.S. southern border.
• Draft and clear to senior office leadership, briefing memos - often on short notice - to prepare principals for weekly Principal, Deputy and Executive Committee meetings on migration issues.
• Draft and clear to senior office leadership, reports of interagency progress on key milestones in the administration strategies to stem irregular immigration at the U.S. southern border.
• As part of the MWG team, assist with leading WHA's coordination within the Bureau, as well as with PRM, INL, USAID, and DHS, on implementing the Root Causes Strategy and the Collaborative Migration Management Strategy to stem irregular migration to the U.S. southern border.
• Participate in meetings, including interagency committees and with external stakeholders from civil society, for migration-based programs.
• As part of the implementing the administration's migration policy, advise the Western Hemisphere Bureau's Migration Communications Unit in public messaging to deter irregular migration to the U.S. southern border and encourage migrants to take advantage of legal pathways to the United States.
• Monitor political, economic, and migration-related communications at both the classified and unclassified secret level developments in the Western Hemisphere that affect administration migration policy, providing assessments, analyses, and support to WHA/MWG and the Bureau, including but not limited to assembling briefing books, drafting reports, clearing thematic and regional paper to contribute to well-coordinated U.S. government policy and program recommendations to the MWG office and Bureau leadership.
• Collate interagency information and statistics on migration.
• Performs other job-related duties as assigned

Program Analyst Experience, Education, Skills, Abilities requested:

Required Education and Experience:

• Education:
  • Bachelor's degree from an accredited institution in a relevant field such as International Studies, International Affairs, Development, or a related program.
  • Preferred: Master's degree in a related field from an accredited university.
• Work Experience:
  • Minimum of four years of experience in international affairs settings, including work with NGOs, U.S. embassies abroad, migration-related organizations, or think tanks.
  • A Master's degree in a relevant field may substitute for two years of experience.

Minimum Qualifications:

• Proficiency in Microsoft Office for creating professional, comprehensive documents.
• Strong verbal and written communication skills in English, demonstrated through professional experience or education.
  • This includes preparing and presenting analyses and drafting cables, official memos, and reports.
• Excellent writing and analytical skills, attention to detail, and critical thinking.
• Ability to manage multiple tasks under tight deadlines, coordinate activities across locations, and work effectively in multicultural and virtual team environments.
• Capability to work independently, prioritize tasks, and coordinate daily activities with minimal supervision.
• Proficiency in speaking and reading Spanish.

Preferred Qualifications:

• Knowledge of research and analytical methods to validate, evaluate, and interpret information from diverse sources.
• Experience in advancing U.S. policy objectives in a multi-stakeholder environment.

Additional Requirements:

• Must pass pre-employment qualifications of Cherokee Federal.
• Active Secret Clearance and US Citizenship per our government client
• Travel - International travel Western Hemisphere, two times a year up to a week at a time
• Active Passport required
• Schedule M-F Days
• 100% on-site work requirement
