Amentum is seeking a dynamic Program Analyst with planning and administrative experience supporting Business and Financial Operations Management. This position will directly support U.S. Indo-Pacific Command (USINDOPACOM) Contracts and Acquisition Division (J86) at Camp H.M. Smith, Hawaii.

The salary range for this position is $145K to $165K. You would be an excellent candidate for this position if you:
- Have supported the planning, processing, and tracking of procurement related documents and helped to maintain related archives;
- Have synchronized planning, administration, staffing and knowledge management activities among higher headquarters staff to enable operational management activities;
- Have utilized various supporting IT platforms to enable operational activities, such as Shared Drive, web-based, and other NIPR/SIPR platforms;
- Have always ensured that everything runs smoothly and on budget;

Specific duties include:
- Supporting government personnel to determine the level of requirement and financial forecasting and related tracking of operational efforts for USINDOPACOM and its mission partners, as well as gather and process requisite documentation among the various stakeholders as required to meet contractual obligations.
- Consolidating existing decentralized portfolio and spend data to reflect true level of funding among contract stakeholders.
- Analyzing USINDOPACOM HQ spend data from an enterprise-wide perspective to leverage economies of scale in terms of manpower burden and cost efficiencies/savings.
- Advising USINDOPACOM HQ staff on current acquisition policy for various courses of action based on the end users desired requirement and on compliance measures with applicable policies and procedures as it relates to DoD Procurement.
- Advising USINDOPACOM HQ staff on contractor officer representative (COR) responsibilities, training requirements, and best practices.
- Reviewing, developing as necessary, and facilitating best practices and advisory tools for conducting Government Contract Oversight and performance metrics.
- Analyzing quality assurance mechanisms for a given requirement and providing effective recommendations on related performance work statement/statement of work (PWS/SOW) best practices.
- Adhering to appropriate Organizational/Personal Conflict of Interest firewall procedures, Federal Acquisition Regulations, Financial Management Regulations, and related USINDOPACOM policies/procedures.
Minimum Requirements:
- Bachelor's Degree in finance or business (or related field) from an accredited college or university
- Must possess a Secret clearance. Note: US Citizenship is required to obtain a Secret Clearance.
- 2 years' experience at the Echelon 2 or 3 operational/organizational level
- 2 years' experience working in the USINDOPACOM AOR
- 2 years' experience in DoD Contracting/Acquisitions
- APDP/DAWIA Level I required
- Proficient at authoring analytical and/or policy documents
- Proficient in Microsoft Office applications (Word, Excel, PowerPoint)
- Communicate effectively verbally and in writing in order to provide information, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level equivalents
Preferred Qualifications:
- Master's Degree from an accredited college or university
- Possesses a Top-Secret clearance
- 4 years' experience at the Echelon 2 or 3 operational/organizational level
- 4 years' experience working in the USINDOPACOM AOR
- 5 years' experience in DoD Contracting/Acquisitions
- APDP/DAWIA Level II or higher
