Program Analyst (A/OPC)

Amentum is seeking a dynamic Program Analyst with planning and administrative experience supporting Agency/Organization Program Coordinator (A/OPC) duties. This position will directly support U.S. Indo-Pacific Command (USINDOPACOM) Contracts and Acquisition Division (J86) at Camp H.M. Smith, Hawaii.

You would be an excellent candidate for this position if you:
  • Have supported the planning, processing, and tracking of tasks related to government purchase card programs;
  • Have synchronized planning, administration, staffing and knowledge management activities among higher headquarters staff to enable operational management activities;
  • Have utilized various supporting IT platforms to enable operational activities, such as Shared Drive, web-based, and other NIPR/SIPR platforms;
  • Have always ensured that everything runs smoothly and on budget;
  • Enjoy working in a fast-paced, dynamic environment; and
  • Work well independently and proactively seeking solutions to challenges.


Specific duties include:
  • Assist APC with the purchase card program for USINDOPACOM J86 to best support the operational mission.
  • Update and maintain agency program procedures and policies as necessary.
  • Maintain a current list of account names, account numbers, and contact information of all current card/account holders and accounts.
  • Assist CH and AO with account management and reconciliation as needed.
  • Monitor account activity and manage delinquency.
  • Assist APC with any appropriate steps that need to be taken to mitigate suspension or cancellation actions.
  • Participate in training forums and disseminate information and lessons learned to other A/OPCs, account managers and card/account holders.
  • Verify card/account holders are trained prior to receiving their purchase card/account and that they take refresher training at a minimum every two years (or more often as required).
  • Acquire and maintain accurate records of all purchase card transactions, including receipts, invoices and supporting documentations.
  • Record and report any discrepancies or infractions actions found in monthly reviews.
  • Work closely with the finance and procurement departments to ensure that purchase card transactions are properly recorded and reconciled.
  • Assist with on-going program guidance.
  • Audit accounts as required.
  • Keep necessary account information current for the agency/organization.
  • Identify potential risks associated with the purchase card program, such as fraud, misuse, or overspending.
  • Keep lines of communication open with all key program participants, including senior management/leadership.
  • Review invoices received through Wide Area Workflow (WAWF) and compare to existing contracts to ensure invoices are in compliance with contract pricing, terms and conditions.
  • Notify the Directorate Contracting Officer Representatives (CORs), technical points of contact, or the resource manager when acceptance signatures on receiving reports or Standard Form 1449 are required.


Minimum Requirements:
  • Bachelor's degree in finance, business, or related field from an accredited college or university, or equivalent combination of education, technical training, or civilian/military work experience
  • 2 years' experience working in the USINDOPACOM AOR
  • 2 years' experience in DoD Contracting/Acquisitions
  • Proficient at authoring analytical and/or policy documents
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint)
  • Communicate effectively verbally and in writing to provide information, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level equivalents
  • Secret clearance. Note: US Citizenship is required to obtain a Secret Clearance


Preferred Qualifications:
  • Master's degree in finance, business, or related field from an accredited college or university
  • 2 years' experience at the Echelon 2 or 3 operational/organizational level
  • 3 years' experience working in the USINDOPACOM AOR
  • 2 years' experience in DoD Contracting/Acquisitions
  • APDP/DAWIA Level I or higher
  • Top-Secret security clearance and be SCI eligible. Note: US Citizenship is required to obtain a Top-Secret Clearance


The salary range for this position is $135K to $150K. (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
