GENERAL DESCRIPTION Performs highly complex (senior-level) consultative and technical assistance work involving the development and monitoring of youth reentry plans with a focus on academic progress, career exploration, vocational training, employment readiness, and advocacy skills for youth who have been committed to the TJJD and are preparing for reentry back into their home community. Collaborates with TJJD education and secure facility staff, halfway house staff, parole officers, workforce reentry staff and representatives from community-ba ed entities that provide continued services to youth in transition. May assist in the coordination and management of other reentry initiatives within the facility that focus on improving student behavior, employability skills, employment experience, occupational skill development and exposure to community resources. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. May require occasional travel to college campuses, community schools, and vocational training centers throughout the state. May be required to work in excess of 40 hours per week and be on call. ESSENTIAL FUNCTIONS Develop an outreach, orientation and review process for all students and staff that inform them of available reentry services and provide a procedure for requesting and obtaining individual appointments or participation in group sessions. Priority focus should be on youth who are in need of services and are within 90 days of release. Works with students and staff to reach goals prior to release for effective reentry. Collaborates with school Diagnosticians and Special Education staff to ensure students receiving special education services receive appropriate employment, continued education and vocational training services and referrals to best prepare student for reentry and transition back to the community. Provides program services that include, but are not limited to, vocational assessment, development of an individualized service delivery plan, employability skills training designed for juvenile offenders, case management, college readiness training, career exploration, and advocacy skill development. Provides consultation and technical assistance to agency aftercare staff (e.g., parole officers) and facility staff in order to meet individual educational and vocational training reentry needs. Meets with youth to develop and discuss a reentry preparation plan; arranges and conducts individual and/or group sessions in collaboration with the school administrator as necessary; coordinates and monitors youth participation in activities relating to implementation of the reentry preparation plan (e.g., college or vocational school applications; college financial aid applications; high school equivalency program, high school enrollment or work experience). Assists in the coordination, management or service provision of other reentry preparation initiatives such as campus work, work-based learning or skill development programs that provide work experience, job skills training, as well as events that support improved student behavior and acquisition of knowledge and skills that will enhance the youths reentry experience. Creates and maintains a case file on each participant and provides program service data in compliance with program expectations. Collaborates with education management in the development of program policies, procedures, standards, and manuals in accordance with program objectives and goals; provides guidance to aftercare and facility staff in the development and integration of new methods and procedures. Actively participates in staff and special meetings regarding the provision of educational and vocational needs during the transition and reentry process; prepares for such meetings and shares information, identifies concerns and trends, and recommends improvements to resolve problems or enhance the delivery of services; considers ideas and points of view from other staff members.
