Other Conditions: Appointment to begin approximately September 2024, pending position clearance and availability of funding. Temporary position, renewal contingent upon satisfactory work performance and availability of funds.

Duties and Responsibilities:
  1. Assists the Chancellor's Research Administration and Project Development (RAPD) office in the fiscal administration of all extramural awards to the University of Hawaii at Hilo.
  2. Ensures compliance of extramural fiscal matters in accordance to federal grants as well as to state rules and regulations.
  3. Monitors budgets for all extramural awards to UH Hilo.
  4. Provides guidance in the preparation of requisitions, purchase orders, payment requests, and hiring personnel as they impact extramural awards.
  5. Reviews and approves all transactions utilizing extramural funds to ensure compliance with sponsoring agencies' approved budgets.
  6. Reviews and recommends verbiage for contracts and acquisitions.
  7. Reviews and approves all personnel transactions utilizing extramural funds to ensure compliance with sponsoring agencies' approved budgets.
  8. Administers purchasing policies and regulations within established budget limitations.
  9. Monitors extramural expenditures and control of spending in accordance with extramural funding expenditure plans.
  10. Provides advice, guidance, and instruction to employees responsible for financial matters affecting extramural awards throughout the UH Hilo.
  11. Other duties as assigned.
Minimum Qualifications
  1. Possession of a baccalaureate degree in Finance, Accounting, Business Administration or related field and 1 year of progressively responsible professional experience with responsibilities for fiscal, accounting, and/or financial processing; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  2. Functional knowledge of principles, practices and techniques in fiscal and financial management demonstrated by knowledge, understanding and ability to apply concepts, terminology.
  3. Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with all aspects of financial management.
  4. Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the financial management area.
  5. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
Desirable Qualifications
  1. Work experience in higher education with responsibilities for fiscal or financial administration or management.
  2. Experience with grant administration.
