REQUIRED QUALIFICATIONS:
- Education:
- Bachelor's degree from an accredited academic institution in Business, Management, Economics, Public Relations, Public Affairs, or another related field.
- Experience:
- Ten (10) years of program management experience managing projects with a complex set of interlocking goals and objectives involving multiple stakeholders.
- Five (5) years of experience with reviewing and implementing DoD management policies and practices as well as five (5) years of experience managing SBIR/STTR programs. Such experience may have been
- obtained simultaneously or in different positions.
- Three (3) years of supervisory experience.
- Citizenship: US. Citizen.
- Travel: Ability to travel up to 25% to support client meetings and requirements.
- Skills:
- High proficiency in Microsoft Office products; Strong verbal and written communication skills.
- Strong problem-solving skills.
- Ability to explain highly technical subject matter to decision makers in a time-constrained environment.
- Ability to work independently or with a team.
DESIRED QUALIFICATIONS:
- Client Familiarity: Familiarity with the Department of Defense and SBIR/STTR programs.
- Preferred Training: Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS).
- Preferred Certification: Project Management Professional Certification (PMP).
PRIMARY DUTIES:
- Provide assistance with planning, organizing, staffing, directing, and controlling office operations and
personnel. Deliver subject expertise, guidance, and insight regarding operations such as tools, solutions, and processes.
- Execute budget preparation, execution, and tracking, financial management, analysis, and
reporting.
- Deliver interpreting and applying DoD R&D acquisition policies, guidelines, and the Federal
Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS)
requirements.
- Manage different phases of the DoD or DoD Component-level SBIR/STTR Programs from Phase I through Phase III, including the SBIR/STTR requirements of the DoD 5000.02.
- Responsible for formulating and enforcing work standards, developing and executing project schedules, reviewing work discrepancies, supervising personnel and communicating policies, procedures, and goals to team members.
