DutiesYou will provide availability planning and execution either from within NAVSEA, Team Sub, at a public shipyard, or at a Trident Refit Facility (TRF).You will oversee contracts with special consideration to duties as a Contracting Officer Representative (COR).You will ensure submarine shipbuilding, maintenance, overhaul and configuration management policies and practices.You will develop budget and cost estimation policies, procedures and practices.You will render expert and authoritative acquisition advice and technical guidance to senior level manager and program directors.You will resolve critical problems or develop new theories to produce innovative and resource effective solutions.You will ensure functions/roles, relationships, policies and practices of the submarine logistics and technical communities.Requirements Conditions of EmploymentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (GS-13 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing and recommending methodologies and approaches for complex organizational issues pertaining to assigned programs. Examples of Qualifying Experience may include demonstrated knowledge of submarine and submarine systems, as well as technical and analytical ability sufficient to conduct and document various studies and analyses.
