Title: Chief Financial Officer

Calendar: 12 month
Salary: Highly Competitive, top tier in the Montgomery County; commensurate with experience

Summary: The Chief Financial Officer (CFO) is responsible for ensuring the short and long-term prudent fiscal operation of the District, including management of all assets and liabilities. Leads the District in implementing best practices in financial management and planning to provide maximum support to the instructional programs of the District. Manages and provides oversight for all financial and related services to ensure efficiency and legal compliance. Collaborates with the Superintendent to lead the budget process and communicate with all stakeholders. Maintains overall responsibility for all business operations within the district, including business office, financial affairs, budgeting, risk management, purchasing, facilities, maintenance, transportation, and food service.

Essential Functions:
  • Serves as a primary advisor to the Superintendent and Board of School Directors for business and financial matters, including all financial services management and planning activities.
  • Responsible for planning, developing, preparing, coordinating, compiling, and executing the annual school district budget.
  • Plans, develops, organizes, implements, directs, and evaluates the organization's employee and retiree services, operating budget, investment, procurement, accounting, investment functions, performance, debt management, and construction.
  • Ensures a sound, fiscally responsible program of employee benefits, including life and health insurance and pension programs.
  • Assures that the accounting operation of NPSD is in compliance with state, federal, and local laws, as well as with generally accepted accounting principles (GAAP).
  • Provides leadership in developing, implementing, and maintaining accounting and administrative policies and procedures for a wide-ranging set of activities, including financial accounting and reporting, and makes recommendations to the Superintendent on fiscal policies, principles, and practices.
  • Responsible for contract negotiations with two labor associations.
  • Assists in the development and execution of strategic planning within the district.
  • Provides effective direct leadership, management, and direction for business office functions, including internal controls, financial statement preparation, payroll operations, purchasing, risk management, general accounting functions, and annual audits.
  • Maintains a positive working relationship with financial management officials from other agencies, such as the Montgomery County Government, the Pennsylvania Department of Education, other school districts, and local, state, and federal governments.
  • Ensures compliance with federal, state, and local legal requirements by researching existing and new legislation, consulting with outside advisors, and filing financial reports.
  • Reviews federal, state and local legislation related to fiscal operations for impact on NPSD.
  • Serves as a member of the Superintendent's cabinet and senior leadership team and performs related responsibilities as required.
  • Prepares items for the Board of Directors' action, discussion, and information relating to the financial matters of the school district.
  • Performs related duties consistent with the scope and intent of the position.
  • Provides indirect leadership and direction for facilities, maintenance, transportation, and food service.
  • Serves as a primary school district liaison in dealings with the outside business community.
  • Assists the Superintendent as required.
Education, Certification, and Experienced Required:
  • Bachelor's degree required with a minimum of 10 years of recent experience supervising business operations or a Master's degree and at least five (5) years of recent experience in supervising business operations.
  • Experience in the supervision of employees and with demonstrated progressive leadership responsibilities.
  • Familiarity with position budgeting and management within a large public organization and knowledge of evaluation standards for select employee groups. Or any combination of applicable education, training, and experience that provides the knowledge, abilities, and skills necessary to perform effectively in the position.
  • PASBO certification preferred.
Knowledge of:
  • Thorough knowledge of federal, state, local, and Board of Education laws, policies, regulations, and procedures relating to position and financial management and controls.
  • Considerable knowledge of budget and financial management principles, practices, and processes.
  • Considerable knowledge of generally accepted accounting principles (GAAP) and GASB concepts and updates.
  • Familiarity with collective bargaining processes.
  • Considerable knowledge of continuous improvement principles and practices, including customer service.
