Human Resources Director

Work Location: Based in Anaheim, CA. Exemplary candidates in Sacramento, Santa Clara, or San Diego may be considered. CAIR-CA staff are currently working a hybrid schedule. May require occasional travel throughout California.

Term: Full-time, occasional evenings and weekends required.

Position Status: Exempt

Pay Range: $110,000 - $130,000/year commensurate with experience.

Reports to: CAIR-CA Chief Operating Officer

Requirements: Must have authorization to work in the United States.

ABOUT THE ROLE: The California chapter of CAIR (CAIR-CA) is looking for a passionate and talented individual to fill the Human Resources Director position. The HR Director will be a strategic leader, responsible for shaping a high-performance, employee-centric culture that drives productivity, empowerment, and alignment with organizational values. This role will balance strategic oversight with operational implementation to ensure HR initiatives are both visionary and actionable.

Reporting to the Chief Operating Officer, the HR Director will oversee all HR functions, including recruitment, retention, performance management, compliance, compensation, and benefits. As a strategic thought partner to senior leadership, the ideal candidate will ensure HR initiatives support both operational and organizational goals. DUTIES & RESPONSIBILITIES:

HR Strategy & Leadership
  • Develop and implement a comprehensive human resources strategy aligned with the organization's mission, vision, and values.
  • Collaborate with the COO and senior leadership to drive strategic HR initiatives that enhance employee performance, engagement, and overall organizational effectiveness.
  • Lead and supervise HR department staff, including HR Manager.
  • Handle complex employee relations issues, including managing grievances, conflict resolution, and disciplinary actions, providing direct support to managers in these areas.

Recruitment
  • Standardize and streamline recruitment processes, establishing best practices, and developing effective recruitment strategies.
  • Ensure consistency in job descriptions across the organization and communicate HR requirements, objectives, and policies clearly to all staff and management levels.
  • Develop training for hiring managers on recruitment best practices and support them throughout the hiring process.
  • Implement and manage orientation and onboarding processes to foster commitment and performance.

Employee Engagement & Development
  • Create and lead initiatives to enhance employee engagement, satisfaction, and retention, including an Employee Wellness Program and Employee Safety Program.
  • Assess employee morale through methods such as the annual engagement survey; advise management on morale improvement strategies.
  • Develop and administer training and development programs for skill enhancement and career growth.
  • Recommend tools and training on career development and offer support to managers for handling employee grievances, conflict resolution, and coaching.

Compensation, Benefits & Performance Management
  • Manage and scale CAIR-CA's compensation and benefits programs, including salary negotiations, benefits administration, and performance management.
  • Oversee the administration of benefits, including health, dental, retirement, and workers' compensation plans.
  • Lead the annual performance review process, training managers on assessment practices to ensure consistent evaluations.

Compliance & Policy Management
  • Maintain compliance with federal, state, and local employment laws and regulations, review policies and practices for ongoing compliance.
  • Develop and recommend personnel policies and procedures, ensuring the employee handbook and other policies are current and effective.
  • Provide comprehensive training to managers and staff on HR policies, employee relations, performance management, and compliance.
  • Oversee employee relations, including handling grievances, disciplinary actions, and investigations, and support managers in these areas.
  • Keep updated on HR trends, best practices, and employment law; ensure leadership and staff are informed of HR requirements and policies.

Operational Efficiency & HR Systems
  • Implement HR systems, processes, and policies to support efficient operations and enhance HR effectiveness.
  • Manage leave-of-absence requests, disability paperwork, and other administrative HR functions.
  • Oversee exit interviews and leverage insights to inform retention strategies and process improvements.

QUALIFICATIONS:
  • Bachelor's Degree in Human Resources, Business Administration, or related field; Master's Degree preferred.
  • PHR, HRCI, or SHRM Certification.
  • At minimum seven years of progressive HR experience, with five or more years in a Director-level role, at a nonprofit or government organization.
  • Skilled in all core HR functions, including recruitment, retention, compensation, benefits, employee relations, compliance, and performance management.
  • Strong knowledge of federal, state, and local employment laws; able to interpret these laws and provide guidance to management on compliance and policy matters.
  • Demonstrated ability to supervise and mentor HR teams, with strong interpersonal and communication skills to build effective relationships across all organizational levels.
  • Skilled in problem-solving and decision-making, with a track record of diagnosing issues, creating solutions, and managing priorities in a dynamic environment.
  • Proficient in Microsoft Office Suite, with experience using HRIS and Applicant Tracking Systems.
  • Strong ethical conduct and professionalism, able to handle sensitive and confidential information with discretion.

COMPENSATION:
  • Compensation in the range of $110,000 - $130,000/year, commensurate with experience
