Security Clearance
Must be a U.S. citizen and be able to obtain/maintain a SECRET security clearance.

Duties and Responsibilities
• Provide acquisition planning assistance, including market research and procurement strategy recommendations;
• Assist with the development of acquisition documents, including cost/price
estimates, quality assurance surveillance plans, statements of work,
procurement request packages, solicitations, sole source justifications, price
negotiation memoranda, and source selection plans;
• Provide expert assistance in the evaluation of proposals and quotes,
including cost/price and technical analysis;
• Support contract administration functions, including assistance with:
Reviewing contractor performance in compliance with contract terms
and conditions,
Monitoring funding levels and periods of performance,
Preparing administrative and funding contract modifications,
Investigating contract discrepancies,
Tracking completion and receipt of deliverables,
Reviewing invoices for accuracy and completeness prior to COR
approval/rejection,
Maintaining Contracting Officer's Representatives (COR) files
in accordance with federal and agency regulations;
• Assist with task order and contract close-out;
• Conduct research and provide technical guidance on a variety of regulations
and procedures including Federal Acquisition Regulation (FAR), Federal
Travel Regulation (FTR), Department of State Standardized Regulations
(DSSR), appropriation law, agency policies, and office procedures;
• Coordinate with programs, resource management, Contracting Officer
Representatives (COR), and Contracting Officers (CO) to facilitate
processing of contracting actions;
• Draft policy or procedure documents for government review; and
• Performs other duties as assigned.
Qualifications
• Bachelor's Degree, or a combination of formal education, technical training, certification and/or directly related experience;
• Five years of experience supporting federal acquisitions or procurement activities;
• Knowledge of Federal Acquisition Regulation (FAR), Federal Travel Regulation (FTR), Department of State Standardized Regulations (DSSR), appropriation law, and other contracting statutes, policies, and procedures;
• FAC-C or FAC-COR certification (or DAIWA equivalent) preferred;
• Experience in reviewing and drafting acquisition documents (cost/price estimates, quality assurance surveillance plans, statements of work, procurement request packages, solicitations, sole source justifications, price negotiation memoranda, or source selection plans);
• Familiarity with federal acquisition methods and contract types (blanket purchase agreements, government wide acquisition contracts, fixed-price, cost-reimbursement, time-and-material, etc.);
• Excellent communication skills, reading comprehension, and the ability to produce clear, concise, and professional written products;
• Excellent organizational and organizational skills, and the ability to work independently and with a team;
• Familiarity in the use of ILMS-Ariba or a similar electronic procurement system; and
• Proficient in the use of Microsoft Office applications and SharePoint
