The STS Project Engineer performs highly advanced portfolio project management work and technical activities required on DIR's Shared Technology Services (STS) program, including the Data Center Services, Managed Security Services, and Texas.gov Services programs. This position acts as the Project Engineering technical contact and working counterpart to the service delivery tower leads and technical architects from these STS service providers. This position facilitates effective project implementation, communication, planning, requirements definition, issue escalation, and collaboration and information sharing among DIR, multiple service providers, and other stakeholders regarding a suite of projects and portfolios. This position works with the Director of STS Project Engineering to ensure adherence to timely delivery, quality standards, performance metrics, and continuous process improvement. Works under limited direction of the Director of STS Project Engineering with considerable latitude for the use of initiative and independent judgment.
Position Summary
The ideal candidate will have the ability to highlight their strengths in the following functions:
• Provides expert technical and operational guidance to service providers in support of DIR's major program and project related activities and initiatives on shared technology services, such as Transition, Service Evolution, Automation, and Request for Solution.
• Coordinates, develops, and evaluates the portfolio of transition projects, including coordinating project activities with service providers, STS customers, and other stakeholders. Leads and manages the overall Transition program and projects for each shared service; Coordinates Organizational Change Management activities for STS Transition projects.
• Coordinates, oversees, and evaluates Service Evolution and Automation efforts, including activities with service providers, STS customers, and other stakeholders. Leads and manages the overall Service Evolution program and projects for each shared service.
• Oversees Request for Solution efforts to ensure service providers are following consistent processes, risks and issues are identified and resolved timely, and service providers are coordinating efforts effectively to ensure STS customer satisfaction. Includes activities with service providers, STS customers, and other stakeholders. Leads and manages the overall Request for Solution program and projects for each shared service.
• Leads and contributes to the creation and implementation of service delivery processes developed by DIR and the service providers; Provides engineering content as a subject matter expert for the development of Requests for Offers (RFO), may participate in the RFO evaluation and negotiation process, and may help direct cross functional teams through the procurement process.
• Monitors service provider's technology architecture and standards; assesses service provider's quality of technical support and ensures appropriate on-going services from the service provider are meeting quality standards. Reviews performance reports and identifies issues or opportunities for continuous improvement; Monitors and continuously improves processes, such as the Project Management and Support process, with all service providers.
• Participates in the Shared Technology Services Governance model by serving on solution groups, presenting issues to governance groups, and soliciting customer feedback on DIR initiatives; Supports and assists DIR representatives and STS customers in identifying, escalating, and resolving issues and disputes in collaboration with the service provider according to escalation procedures.
• Performs other duties as assigned.
Qualifications:
Education
• Graduation from an accredited four-year college or university with major course work in MIS, computer science, math, or a related field.
• Additional work-related experience may be substituted for education on a year-for-year basis (High-school diploma or equivalent certificate required).
Experience and Training Required
• Eight (8) years of progressively responsible experience in IT project management.
• Six (6) years of progressively responsible experience with complex private and/or public cloud environments, enterprise security programs, and/or application development in the IT industry, including but not limited to operating system, system software, and server hardware upgrades.
Experience and Training Preferred
• Extensive experience in IT portfolio management.
• Experience with IT related planning and operations, including troubleshooting and resolving complex IT problems or issues.
• Extensive experience leading, inspiring, and building trust among stakeholders.
• Experience Integrating systems.
• Experience defining IT security policy.
• Experience identifying and resolving technology and business risks.
• Experience with IT project implementations, including building, testing, and deploying complex integrated systems in a multi-service provider environment.
• Experience working as a project or program technical lead on infrastructure transition or transformation activities, especially involving multiple facilities or data centers.
• Experience with Organizational Change Management activities and processes for large, complex transition initiatives.
• Project Management Professional (PMP) or Portfolio Management Professional (PMP) certification preferred.
Knowledge, Skills, and Abilities
• Knowledge of business practices and approaches.
• Knowledge of server hardware, operating systems, system software, security software and/or application development software.
• Knowledge of portfolio and project management theories and practices applicable to projects.
