The Texas Department of Information Resources is the state agency charged with protecting the state's data and critical technology infrastructure, managing a multi-billion-dollar cooperative contracts program, and providing strategic technology leadership, solutions, and innovation to all levels of Texas government. The mission of the Department of Information Resources' (DIR) Shared Technology Services (STS) Vendor Management Office (VMO) is to:
Achieve the objectives outlined in DIR's sourcing strategy,Achieve the business value vendors promise during the procurement, such as ongoing service evolution and continuous improvement, andProvide a unified approach and consistent messaging to vendors across all DIR Stakeholders.So that:
Customer demand and satisfaction are met,Risks to DIR and the STS program are managed, andContract, legal and financial compliance are met.The individual in this role performs highly complex (senior level) program management specialist work. Work is performed under the limited supervision of the Director of STS Vendor Management with considerable latitude for use of initiative and independent judgment.
Position Summary
The ideal candidate will have the ability to highlight their strengths in the following functions:
Provides program oversight, guidance, and application architecture expertise to evaluate performance of application development and maintenance services offered through the STS program.Leads application related strategy management, service evolution, and technology planning initiatives.Oversees the use of application security development methodologies to ensure the STS program services meet DIRs high security standards.Assists in reviewing and approving Service Management Manual (SMM) technical documents and customer requested technology exceptions to standards.Assists in providing technical consultation to STS vendor managers and STS Project Engineering staff to address technical performance and process issues, advise on deliverables, evaluate, and direct Service Level Improvement Plans.Assists in resolving customer escalations on technology issues or problems. Processes customer submitted technical exception requests.Provides technical expertise in developing RFO scope of work, evaluating proposals, and implementing new contracts throughout the STS procurement process.Performs other work-related duties as assigned.Qualifications:
Education
Graduation from an accredited four-year college or university with major course work in computer science, computer engineering, MIS, or other IT related field.Additional work-related experience may be substituted for education on a year-for-year basis (High-school diploma required.Experience and Training Required
Ten (10) years of progressively responsible experience in the Information Technology (IT) industry managing programs.Experience and demonstrated core competency delivering infrastructure and compute solutions and services in support of application environments.Experience in both public and private cloud environments.Experience in mainstream; emerging technologies associated to IaaS, PaaS and SaaS including competencies such as architecture design, disaster recovery, backup, security, networking, operating and database system management.Experience with strategic initiatives such as Technology Planning, Evolution, Integration and Automation solutions.Experience with Shared Services support environments including process experience such as ITIL, governance, collaboration, vendor management, technology standards, strategy, and policy development.Experience and Training Preferred
Experience with complex contracts and providing support aligning vendors to contract.Experience with customer support and ability to communicate well.Working experience and knowledge of ITIL or equivalent best practice operational processes.Knowledge, Skills, and Abilities
