Job Summary:

The role of the Senior Government Proposal Pricing Analyst is pivotal in leading proposal pricing initiatives. This position entails overseeing the development of Cost/Price Volumes for diverse federal clients, aligning with FAR, DFARS, State and Local regulations, as well as company policy and protocol. The ideal candidate will be tasked with crafting price proposals, researching direct labor rates, constructing intricate pricing models, writing cost narratives, and ensuring overall compliance with government solicitations.

In this capacity, the preferred candidate will provide vital support to the Diné Development Corporation (DDC) pricing department, functioning under the guidance of the Pricing Manager. The primary focus of the Senior Government Proposal Pricing Analyst will revolve around the production of Cost/Price Volumes for complex price proposals. This involves meticulously reviewing Request for Proposals (RFPs), establishing pertinent cost and pricing data as per government RFP guidelines, analyzing and communicating these requisites to senior management, preparing comprehensive cost volumes (including cost proposals and narratives), maintaining proposal documentation and associated files, as well as collaborating with subcontractors concerning the proposal process.

Preference will be given to East Coast candidates based on business need

Job Duties and Responsibilities:

  • Proposal Development: Prepare detailed and compliant pricing proposals for government and commercial solicitations, aligning with RFP requirements and company strategies.
  • Strategic Pricing: Collaborate with capture teams, account managers, and business units to gather pricing inputs, perform competitive analysis, and develop a winning pricing strategy.
  • Cost Modeling: Develop and maintain cost models and narratives for various contract types, ensuring accuracy and alignment with organizational goals.
  • Cross-Functional Engagement: Partner with departments such as Contracts, Recruiting, HR, and Finance to gather cost estimates and ensure seamless pricing processes.
  • Management Reporting: Lead pricing reviews, presenting financial data and strategic insights to executive leadership, including the CEO and CFO.
  • Compliance: Ensure all pricing activities comply with internal estimating systems, proposal requirements, and government regulations. Conduct audits of proposal files to maintain readiness for external reviews.
  • Project Oversight: Handle multiple pricing submissions simultaneously under tight deadlines, maintaining quality and timeliness.


Job Requirements (Education/Skills/Experience):

  • Required Qualifications:
    • Proven experience in pricing proposals for government contracts, including cost modeling and narrative development.
    • Strong understanding of FAR/DFARS regulations and compliance requirements.
    • Expertise in financial analysis, cost estimation, and competitive pricing strategies.
    • Advanced proficiency in Microsoft Excel and Deltek CostPoint.
    • Excellent communication skills, with the ability to present complex financial data to all levels of management.
    • Exceptional organizational skills and the ability to manage multiple projects under tight deadlines.

    Preferred Qualifications:
    • Previous leadership experience in pricing or program control functions.
    • experience using survey salary databases, BLS, ERI, etc.

    Education:
    • Bachelor's degree in Business Administration or related field is preferred.
