DESCRIPTIVE STATEMENT:

The Accounting Technician IV is a non-exempt para-professional position that combines administrative skills and strong clerical and data entry capabilities in support of the assigned Sales Tax Division within the Finance Department. Under the direction of the Tax Audit Manager, the incumbent works independently, takes initiative, and provides excellent customer service. Duties are of a more complex nature as attention to detail is required when entering and processing customer tax /returns payments, reconciling batches to payments, creating new taxpayer accounts, and trouble shooting and researching customers' accounts. Receives money and issues receipts either through the mail or from taxpayers who come to the Sales Tax Division. The duties of this position require the ability to count money, to give change, and to follow the proper procedures of receipting tax bills which are performed according to established and defined procedures. Assist customers with Sales/Use Tax Information or Licensing Information via phone, email, and in-person.

DUTIES & RESPONSIBILITIES:

  • Provides para-professional support to the Sales Tax Division
  • Creates new licenses and accounts on tax system
  • Posts taxpayer payments to business accounts on tax system
  • Enters and verifies sales and use tax returns
  • Reviews computations to correct errors and to ensure accuracy
  • Explains complex regulations to taxpayers, citizens and city personnel
  • Makes routine administrative and para-professional decisions independently
  • Documents tax system of required licensing credentials
  • Scans/Links all documentation to electronic filing system
  • Explains licensing regulations to customers
  • Performs data entry on various spreadsheets tracking special events, revenues etc.
  • Assists walk-in customers for tax payments, licensing needs and/or general questions
  • Contacts taxpayers on delinquent account issues
  • Processes mailings done on a daily, monthly or annual basis
  • Reviews various licensing processed through the online Portal to ensure the correct regulatory offices are included in workflow and to determine if taxpayer is compliant for approval etc.
  • Creates monthly reports published on city web page associated with licensed business
  • At the direction of the Tax Manager processes Claim for Refund Write off adjustments
IMPORTANT FUNCTIONS:
  • May perform the duties of similar classifications of an equal or lower pay grade
  • May perform other duties as assigned including duties routinely performed by other Accounting Technicians
  • May be the lead clerical person over the Accounting Technician I, II and III, and temporary employees
PHYSICAL REQUIREMENTS:

The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:

Must have ability to lift and move files and supplies weighing up to 30 pounds, with or without accommodation. Work is sedentary and done in a seated position, but requires frequent moving about, standing, bending, kneeling, reaching or stooping to perform filing. Position requires the ability to input large amounts of data using repetitive motion on a frequent and prolonged basis. The incumbent must be able to hear all communication from customers and employees by telephone or in person, and use vision to work with written documents, forms, and to respond to employees and customers.
KNOWLEDGE, SKILLS & ABILITIES:

Must have knowledge of:
  • General bookkeeping
  • General accounting practices
  • Modern office practices, procedures, methods and equipment to include computers
  • Current word processing, spreadsheet, communication and research applications such as Microsoft Word, Excel, Outlook and the internet
  • Mathematical computations, tabulations and operations, including basic arithmetic, multiplication and division
  • Proper business English usage, spelling, punctuation, and grammar
  • Principles of business letter writing and basic report preparation
Must have skill and ability to:
  • Operate a computerized cash register and personal computer
  • Communicate orally, and in writing, in an effective manner with a variety of individuals
  • Explain ordinance, regulation and sales tax provisions to the general public and to other City personnel
  • Perform moderately complex mathematical computations rapidly and accurately utilizing a 10-key calculator
  • Prepare spreadsheets, letters, memos, and reports
  • Assess needs of taxpayer efficiently
  • Perform work at a high level of attention to detail
  • Utilize good planning and organizational skills
  • Work independently, take initiative and analyze problems
  • Work under pressure and meet deadlines

MINIMUM QUALIFICATIONS:

In addition to the knowledge, skills and abilities listed above, this position requires the following:
  • A valid driver's license at the time of application, and a valid Colorado driver's license within 30 days of employment
    • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
    • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license

Candidates also must meet one of the following combinations of education and experience:
  • An associate degree in accounting or business from an accredited college or university and at least three (3) years of experience in accounts payable, accounts receivable, bookkeeping, accounting, or sales tax processing
OR
  • A high school diploma or GED and at least five (5) years of experience in accounts payable, accounts receivable, bookkeeping, accounting, or sales tax processing

SPECIAL CONDITIONS OF EMPLOYMENT:

The duties in this classification are primarily performed indoors, in a comfortable office environment. The incumbent must demonstrate the ability to meet the physical demands of the job including the ability to retrieve information from various locations in the office when needed. The individual will be frequently exposed to periods of demanding activity and high mental stress. Incumbents must be willing to work additional hours or overtime if required. The incumbent may be required to drive to training events and/or meetings in other departments. The position requires a great deal of interpersonal communication with City employees, the public, and outside agencies. The incumbent will be required to sign a confidentiality agreement to encompass any/all information reviewed through daily duties.

All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.

Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.
