Under general supervision, analyzes customer business needs and participates in the planning, design and implementation of new or enhanced systems.
General Description and Classification Standards:
As a Business Systems and advanced professional, you will analyze complex business problems andor identify areas of opportunities for improvement using advance technologies and process improvements. This is a fully seasoned professional level capable of independently carrying out most assignments typical of the profession.
Supervision Received:
Works under very general supervision, however, reports directly to an assigned PMO Director. Depending on organization structure, work independently with responsibility for an assigned function or program. Performance expectations, goals and objectives will be articulated and agreed upon with PMO Director and may include but not be limited to items listed in job description.
Essential Duties:
•Analyzes complex business problems and processes and recommends efficiencies using automated solutions
or process reengineering.
•Provides technical expertise to business units (Finance, Telecom, Infrastructure, etc.) in identifying, evaluating,
and developing system(s) solutions that are cost effective and meet business unit(s) requirements.
•Performs business analysis utilizing current best practices as recommended by the International Institute of
Business Analysis Knowledge Areas. (i.e. Business Analysis Planning & Monitoring; Elicitation &
Collaboration; Requirements Life Cycle Management; Strategy Analysis; Requirements Analysis and Design;
Solution Evaluation & Recommendation) and agile methodology user stories, epics, and release management.
•Performs research based on accepted research techniques incorporating information from (but not limited to)
industry accepted professional organizations, relevant vendors, and acceptable market research firms such as
Gartner, etc.
•Prepare for and present presentations to stakeholders, project teams, and relevant review committees as
required.
•Writes, retains, and maintains system requirements and design documentation.
•Creates detailed project documents, workflows, test scripts, and diagrams to provide clearly defined project
deliverables.
•Creates and organizes new supporting documents.
•Creates user documentation to increase users' understanding of the final product and/or process re-
engineering.
•Edits content to ensure compliance with the organizations' style guidelines and branding consistency.
•Communicates and documents updates for users..
•Assist assigned Project Managers with project planning and execution as necessary.
•Create, review, and propose solution architectural diagrams.
•Research, document and present project related business unit processesworkflows utilizing the appropriate
tools and processes.
•Lead, work as a team, member and collaborate on cross-functional teams.
•Partners with the IT Security team in the prevention, analysis, and mitigation of IT security-related items.
•Identifies and reports on compliance issues that require follow-up or investigation.
•Tracks and fully documents all changes for functional and business specifications.
•May be required to work with Developers (vendors), QA Testers, Project Managers and business unit
representatives to articulate, develop, test, and validate functions for applications or network
platformsarchitectures.
•Work with business unit teams to develop high level cost estimates and possible ROI estimates.
•Manage multiple competing priorities through effective communication and coordination.
•Works with Procurement, Project Managers, Legal, Business Unit Representatives to navigate the
procurement process when required following organizational procurement procedures.
Decision Making:
Selects from multiple procedures and methods to accomplish tasks. Applies organizational policies; may interpret organizational policies and recommend exceptions. Establishes work methods, timetables, performance standards, etc.
Leadership Provided:
Routinely works as a part of cross-functional teams and provides work group leadership, guidance, and/or training to less experienced staff. May lead cross-functional teams to address business issues.
Knowledge, Skills & Abilities:

•Knowledge of concepts, theories, and best practices as set forth by a related professional organization such
as the International Institute of Business Analysis (preferred) or Project Management Institute.

•Ability to create reports and debrief C-Level executives and other organization members.
•Capability to build and maintain relationships within the organization.
•Utilization of the appropriate tools (at minimum) such as Office365 (Word, Excel, PowerPoint), Microsoft Visio,
and Microsoft Project.
•Aptitude to create use case scenarios and functional specifications.
Minimum Qualifications - Education and Experience:
•Bachelor's degree in Computer Science, Information Systems, Business, andor equivalent experience.
•5-years experience in an organizational technology and business environment utilizing tools and best
practices to resolve business issues and accomplish organizational goals.
Preferred Education & Experience:
•Master's degree in Computer Science, Information Systems, Business, andor equivalent degree area.
•5-years experience in an organizational technology and business environment utilizing tools and best
practices to resolve business issues and accomplish organizational goals. Equivalent professional
experience may be considered in lieu of Master's degree.
Work Schedule: This position is in Atlanta, GA. Candidate will be required for pick-up laptop and badge onsite at DCA office on the first day and meet team members. COVID protocols are to be followed. The remaining duration will be performed remotely unless requested to come into the DCA office for an important matter. Only local candidates will be considered for the role.
Although not guaranteed, the position may extend past February 29, 2023.
