Description

GENERAL DEFINITION OF WORK:
Under general supervision of the Recreation & Facility Rental Services Manager, plan, organize, coordinate and direct diverse city-wide athletic and recreational programs for youth and adults. Evaluate new sports programming opportunities for the City. Select, train and supervise part-time and volunteer staff; instruct coaches and officials on techniques, rules, and regulations; and serve as liaison to the recreation community to promote goodwill for the Parks and Recreation Department.

Examples of Duties

ESSENTIAL JOB FUNCTIONS:
  1. Plan, develop, organize, and promote citywide athletic/recreational programs to meet community needs and interest including sports, intramurals and activities in baseball, basketball, football, pickleball, soccer, softball, tennis, and other community-based athletic programming.
  2. Directly supervises all coaches and volunteers for the Sports Division.
  3. Recruit and assign officials, scorekeepers and coaches for various sports.
  4. Responsible for scheduling and renting use of athletic fields and recreational facilities owned and maintained by the City and coordinates with GMSD for use of GMSD facilities to ensure adequate facilities to meet programming needs.
  5. Responsible for conducting and coordinating set up and tear down of equipment, sport items for all sports activities and events and maintenance and upkeep of scoreboards and controllers.
  6. Assist in the coordination of Healthy Germantown initiatives to encourage healthy living within our community.
  7. Serve as liaison to City Selected Sport Providers by managing facility usage agreements, coordinating game schedules, use of facilities, background checks, ensuring compliance to the Sports Operating Policies and Inclement Weather Policies.
  8. Provide outstanding customer service through responsive, clear and appropriate communication regarding general inquiries, requests or complaints from the public concerning use of athletic facilities, programming, and activities; identifies issues and resolves problems.
  9. Organize sport teams, leagues, and tournaments; prepare schedules and register participants for multiple league activities for children and adults.
  10. Conduct and/or secure instructors for clinics and camps to provide certification for coaches, training for officials, and/or skill improvement for participants.
  11. Collaborate with the Marketing Coordinator to create a recreation/league marketing plan that includes class descriptions, website content, communication strategies/channels, and development and distribution of collateral materials.
  12. Recruit, train and direct part-time and volunteer staff for city wide athletic/recreational programs and other community-based athletic programming.
  13. Establish league rules and regulations to improve safety and satisfaction of participants.
  14. Attend sports activities to observe performance of teams, coaches and officials and to ensure smooth operations and to promote goodwill for the Parks & Recreation Department.
  15. Inspect condition of facilities and equipment and report maintenance needs; confer with maintenance staff regarding proper field alignment and playability of outdoor facilities.
  16. During the sports season, as needed in the evenings and on the weekends, coordinate with the sports field crew supervisor to determine playability of athletic fields.
  17. Update the field hotline and manage the lightning detection system during the sports seasons for opening and closing of athletic fields due to inclement weather; generate a weekly field and light schedule for athletic field maintenance needs.
  18. Contribute to program budget development, provider fee analysis, evaluation, and monitoring including revenue collection, expense tracking and managing program costs. Monitor inventory, order supplies, and maintain purchase records within authorized budget.
  19. Prepare and maintain records and reports on program activities for management review including after-action meetings with City Selected Sport Providers, program participation and customer satisfaction.
  20. Work collaboratively with internal and external customers; communicate effectively and proactively with parents, school personnel, and community partners to keep stakeholders informed, answer questions, and address concerns.
  21. Evaluate effectiveness of programs and make recommendations for changes accordingly.
  22. Continuously assess areas of improvement within the community and suggest steps to take to meet the needs of the community such as: new programming, enhancing current programs etc.
  23. Represent the department in attending various conferences and meetings and stay abreast of new trends and innovations in the field of parks and recreation.
OTHER JOB FUNCTIONS:
  1. Will assist with other department activities or City sponsored events not under direct responsibility.

Qualifications

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of a variety of community-based recreational programs and equipment requirements.
  • Knowledge of general game rules and regulations and special league rules.
  • Knowledge of coaching techniques and ability to instruct others.
  • Skill in demonstrating game fundamentals, techniques and equipment used.
  • Skill in communicating in writing and/or in person on a one-on-one basis and before groups for the purpose of influencing, motivating and convincing.
  • Ability to maintain a cooperative attitude and willingness to respond effectively to the public.
  • Ability to work independently and to plan and organize programs.
  • Ability to maintain accurate accounting records and prepare detailed reports.
  • Physical ability to demonstrate body movement and skills used in officiating and playing athletic activity.
  • Able to organize and prioritize workload.
  • Establish and maintain strong working relationships with a strong TEAM mentality.
  • Possess knowledge of the principles and techniques of planning, organizing, promoting, and evaluating recreation programs.

Requirements

EDUCATION AND EXPERIENCE: Bachelor's degree in Sports/Recreation Management, Education or related field. Minimum of two years experience in recreation/athletic programming or youth athletics or any combination of education, training, and experience.

WORKING CONDITIONS: Work takes place in an office with ample time spent outside to check on playing fields and activities at City sports facilities. Some traveling is required to attend meetings and conferences. Evening and weekend hours are required to monitor activities.

SPECIAL REQUIREMENTS: Certified Parks & Recreation Professional through the National Parks & Recreation Association and the Tennessee Recreation and Parks Association is preferred. Valid Driver's License.
