DutiesThe duties may include, but are not limited to:Control the sequence of several multi million-dollar projects through their project life cycle, and managing the project governance controls and processes for the entire mission area.As an expert IT program manager, you will lead efforts to improve project management processes, procedures and standards based on Marketing and Regulatory Program's (MRP) information technology needs.Responsible for advising, planning, managing, coordinating and administering Project Management/Information Technology (IM/IT) activities, programs and projects for MRP-IT customers and organization.Routinely interacts and provides advice to the Assistant Chief Information Officer, MRP-IT and APHIS agency elements in the areas of information resource managementInterpret USDA and federal IT policies to manage risk, develop and promulgate IT plans and policies, and ensure compliance with prevailing laws.Ensure compliance with the Clinger-Cohen Act (CCA), and establish standards and procedures.Perform functions as a subject matter expert in translating IT requirements to executive leadership concerning strategic plans, policy, and program requirements.Maintain extensive knowledge of IT concepts and principles as well as USDA and government-wide IT security polices and directives.Capture, document, and translate MRP's business needs into integrated IT plans and strategies for implementation and execution.Requirements Conditions of EmploymentYou must be a US Citizen or US National.Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt.Subject to satisfactory adjudication of background investigation and/or fingerprint check.Successful completion of one year probationary period, unless previously served.Subject to one year supervisory/managerial probationary period unless prior service is creditable. Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.FOR THE GS-15 LEVEL: Specialized Experience will be defined at the next lower grade level, so based on the items that had been deemed Important/Frequent and needed at entry, we would recommend the following, feel free to adjust as needed. Experience managing all aspects of highly complex and strategic Information Technology projects from formulating concepts, development of objectives through implementation of the final product. This includes managing cost, resources, incorporating performance measurements and implementation.Experience mitigating Information Technology challenges by working with critical stakeholders at various levels in an organization, across organization lines and with the public with a focus on the recovery efforts for failing strategic projects.Providing expertise to executive leaders and stakeholders in the areas of information resource management (IRM strategy, policy, governance, acquisition, program requirements, and application development matters).
