Overview
Burlington is hiring a Customs Compliance Analyst , responsible for the classification and U.S. Customs clearance of approximately $250 million in Burlington merchandise and $15 million in duty annually. Commodities cover a broad range of items in over 35 chapters including footwear, apparel, cosmetics, home goods (textiles, décor, wall art, festive articles, furniture, kitchenware, bathroom accessories, etc.), children’s products, toys, art & craft materials/kits, food, tools (indoor, outdoor, and garden), and more. This position requires daily coordination with the U.S. Customs Broker, Freight Forwarder, Vendors, and Merchants, as well as International Logistics and Legal Departments.
In this role, you are responsible for identifying the correct Harmonized Tariff Schedule (HTS) code using the General Rules of Interpretation and maintaining compliance with applicable rules and regulations with U.S. Customs and Border Protection (CBP), U.S. Food and Drug Administration (FDA), Consumer Product Safety Commission (CPSC), U.S. Department of Agriculture-APHIS, U.S. Fish and Wildlife (FWS) , U.S. Environmental Protection Agency (EPA) and other participating government agency regulations.
In addition, this position will determine whether additional duties or tariffs such as Anti-Dumping/Countervailing Duty (AD/CVD), China Section 301 Tariffs, Free Trade Agreements etc. apply to the shipment and ensure supporting information and documentation is on file for clearance.
This role will identify HTS classification changes set forth by Customs, research binding rulings, communicate with the Centers of Excellence and Expertise (CEE) when necessary, and aid merchants by providing accurate duty rates required for vendor negotiations and calculating estimated landed cost (ELC). The Customs Compliance Analyst is responsible for selecting entries to audit each week using a risk-based methodology and completing monthly audits on FTA savings, AD/CVD, FDA Alerts, and HTS accuracy. The position will also monitor CBP & PGA holds and exams, coordinating with the Customs Broker, Management, and Transportation Teams to ensure resolution and delivery of goods. Knowledge of importing requirements as specified in the 19 CFR (Code of Federal Regulations) is vital for this role to ensure accuracy and compliance with U.S. Customs Regulations.
In addition to the daily customs clearance operations, you will also be responsible for identifying duty and money-saving opportunities through daily task management including tariff engineering, product sourcing, expanding our First Sale Program, researching MPF or duty saving strategies, or through analysis of ACE, broker, and internal system reporting. This role will establish reporting to track and report 301 tariff changes to Sr. Management, internal, and external legal counsel which will include cost changes, historical data points, and future order impacts. Other projects include developing and testing a cross-functional International PO system which will be used to streamline and consolidate current processes, reduce risk, and create efficiencies.
A Day in the Life:

Accurately research all products being imported into the U.S. by Burlington as the Importer of Record (IOR) and classify commodities covering over 35 Chapters in the Harmonized Tariff Schedule and over 100 HTS codes timely with supporting clearance documentation to ensure the correct duties are paid to US CBP upon arrival. Partner with vendors to obtain additional product information for classification purposes. Communicate all possible tariff engineering opportunities prior to product development when applicable in addition to pre-classification for ELC purposes.

Maintain Burlington’s compliance in our Trade Compliance Program by conducting risk-based audits on direct import entries and alerting Management of risks identified and strategies to mitigate risk.

Develop and test a cross-functional International PO system which will be used to streamline and consolidate current processes, reduce risk, and create efficiencies.

Develop reporting on Free Trade Agreements (FTA), AD/CVD cases, and additional China Section 301 tariffs, as well as other areas of risk or money-saving opportunities and communicate any significant changes in duty to Management.

Partner with Customs Broker and CEE for classification and Customs Regulation questions and updates. Attend conferences, webinars, and meetings to stay current with industry updates and changes as they impact the company. Share learned knowledge with appropriate teams and Management.

Relevant international operations and customs compliance, clearance, classification experience with keen knowledge of US Import Regulations as relates to Burlington process and commodities for US importation.

Bachelor’s degree or three years of direct Customs experience.
