Summary The primary purpose of this position is: To serve as a project leader/process improvement specialist responsible for providing project leadership and technical support for the overall installation Continuous Process Improvement (CPI) initiative at the installation level. Responsibilities As the recognized installation technical authority in Continuous Process Improvement (CPI), advises on CPI implementation and sustainment. Serves as the project leader responsible for leading complex projects, often cutting across organizational/activity lines. Serves as a trainer for introductory methods/tools, also known as "Green Belt" (GB) courses. Represents the installation at a variety of functional area organizations. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge in applying quantitative and qualitative Lean Six Sigma (LSS) and Continuous Process Improvement (CPI) process methods and techniques to issues or studies concerning the productivity and effectiveness of programs. Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of the program and related support resources (people, money, or equipment) in the area studied. Knowledge to plan, schedule, conduct, and facilitate projects and studies to evaluate and recommend ways to improve the productivity of work operations in a program or support setting. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of installation structure and its supporting elements and programs, missions, policies, and goals. 2. Knowledge of process improvement techniques such as Logistics Support System (LSS)/ Continuous Process Improvement (CPI) qualitative and quantitative methods for process improvement projects. 3. Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to Continuous Process Improvement (CPI). 4. Skill to develop innovative and feasible solutions to complex issues. 5. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across the installation to present and recommend solutions in a logical, cohesive format. 6. Ability to obtain and demonstrate training principles, techniques, and tools to instruct, evaluate, and make recommendations to improve training/course content. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
