General Description:
Under the direct supervision of the Chief Financial Officer (CFO), the Fiscal Grants Manager oversees the comprehensive fiscal management of agency grants. This role combines skilled accounting, administrative, and technical work to ensure effective grant implementation, budget management, and compliance. Working closely with department leadership and appointed directors , the Fiscal Grants Manager ensures on-time, on-scope and on-budget spend out of grant funding, optimizes grant fund utilization, maintains fiscal integrity in alliance with General Accepted Accounting Principles (GAAP) and CHC policy best practice and assists Fiscal leadership in developing financial strategies and procedures. The position requires a high level of professionalism, maintenance of confidential information, analytical skills, and the ability to communicate complex financial information to diverse stakeholders.

Minimum Requirements:
- Minimum of two years of progressively responsible experience in administrative support and finance.
- Experience with accounting, state & federal contracting and general finance office duties preferred.
- Minimum of a Bachelor's Degree in Finance & Accounting preferred. Equivalent experience may be substituted at the discretion of Caring Health Center, Inc.
- Proficiency in spreadsheet applications (e.g., Microsoft Excel) and experience using accounting software.
- Fluent in spoken and written English and skillful in clear, concise professional correspondence with internal/external stakeholders and/or funders. Ability to establish and maintain effective working relationships with fellow employees, managers, individuals seeking assistance, representatives of outside agencies, and the general public.
- Familiarity with health care and health care resources preferred.
- Understanding of Federally Qualified Health Center (FQHC) operations and funding structures a plus.
- Reliable and professional in behavior and appearance.
- Strong ethical standards and commitment to confidentiality.
- Ability to analyze financial data and prepare reports.
- Ability to manage multiple priorities in a fast-paced environment.
- Ability to skillfully manage 50 plus funding contracts simultaneously meeting all fiscal deliverables on-scope, on-budget and on-time.
- Skillful collaboration with key internal stakeholders (e.g., CEO/President, CFO, Chief Executive Vice President, Research & Population Health leadership, etc.)
- Willingness to learn and adapt to new health center policy, grant regulations and funding requirements.
- Monitor grant budgets including preparing and submitting amendments when needed.
Principle Responsibilities and Duties:
- Maintain frequent contact with governmental and local granting agencies, partner organizations, and auditors to administer, manage and invoice grants & contracts.
- Assist fiscal leadership as needed to monitor and forecast cash flow related to grants and coordinate with funders to ensure timely drawdown of grant funds.
- Assist project managers and department leadership with grant management, budgeting and financial progress reports.
- Stay current on all federal (especially HRSA) and state (especially DPH) grant regulations and best practices to ensure agency compliance.
- Collaborate with fiscal leadership to contribute to the development of organizational policies related to grant management.
- Prepare and submit timely grant billings, fiscal reports, and closeout reports.
- Maintain comprehensive grant management tools, including monthly account balances, grant timelines, and CFDA numbers if applicable.
- Maintain all agency budgets in Blackbaud Accounting Systems and become proficient in budget reporting to maintain up-to-date tracking of grant fiscal spending in alignment with funding cycles and proper spend out of funding.
- Evaluate and recommend grant management software solutions.
- Collaborate with project leadership to develop and prepare budgets and conduct budget/expense analysis for grant proposals and projects as requested.
- Serve as a liaison between the finance department and program, staff while following and maintaining budgets as confidential and sensitive with key, designated leadership
- Collaborate with Directors project managers and coordinators with budget management and grant purchasing as per department leadership guidance and their level and scope of budget engagement.
- Oversee monthly contract billing for a wide portfolio of grants and contracts within the health center.
- Track and reconcile personnel (FTE) allocations to respective funding sources. In collaboration with Grants Management leadership, maintain an up-to-date record of FTE allocations across grants.
- Assist in developing financial strategies and procedures to enhance grant fiscal management and tracking.
- Provide financial insights to optimize grant fund utilization.
- Maintain and monitor sub-recipient relationships
- If required, monitor and report on any grant compliance issues
- Identify compliance issues and assist with corrective active plans when needed.
- Collaborate. with the Vice President of Finance with the preparation of the Schedule of Expenditures of Federal Grants (SEFA)
- Act as a lead for the annual 403b audit. Work closely with external auditors for annual financial audits.
- Serve as a primary point of contact for any grant-related audits
- Prepare documentation and responses for auditors.
- Prolonged periods of sitting at a desk and writing on a computer.
- Requirements include lifting and carrying objects weighing 5-20 pounds on average.
